679. Notification of Violation and Order of Abatement. —When-
ever the Board finds upon inspection and examination of a source of
radiation as constructed, operated or maintained that there has been
a violation of any of the provisions of this sub-title or any rules or
regulations promulgated under this sub-title, it shall notify any per-
son found to be causing, allowing or permitting such violation, of the
nature of that violation and order that prior to a time fixed by the
Board, that such person shall cease and abate causing, allowing or
permitting such violation and take such action as may be necessary
for the source of radiation to be constructed, operated or maintained
in compliance with this sub-title and rules or regulations promul-
gated under this subtitle.

680. Authority of Board in Cases of Emergency. —Whenever the
Board finds that an emergency exists requiring immediate action to
protect the public health or welfare, it may issue an order reciting
the existence of such an emergency and requiring that such action
be taken as it deems necessary to meet the emergency. Such order
shall be effective immediately.

681. Exceptions. —Nothing in this subtitle shall be interpreted as
limiting
THE LAWFUL intentional exposure of patients to radiation
for the purpose of diagnosis or therapy, or medical research

682. Conflicting Laws. —This subtitle shall not be construed as re-
pealing any laws of the State relating to radiation sources, exposures,
radiation protection, and professional licensure, but shall be held and
construed as auxiliary and supplementary thereto, except to the ex-
tent that the same are in direct conflict herewith. No ordinances or
regulations of any governing body of a municipality or county or
board of health not inconsistent with this subtitle or any rules or reg-
ulations promulgated pursuant thereto shall be superseded by this
subtitle. Nothing in this subtitle or in any rules, or regulations prom-
ulgated pursuant thereto shall preclude the right of any governing
body of a municipality or county or board of health to adopt ordi-
nances or regulations not inconsistent with this subtitle or any rules
or regulations promulgated pursuant thereto.

683. Existing Remedies Unimpaired. —No existing civil or crim-
inal remedy for any wrongful action which is a violation of any rule
or regulation promulgated under this subtitle shall be excluded or im-
paired by this subtitle.

684. Severability. —If any section, subsection, sentence, clause,
phrase, or word of this subtitle is for any reason held to be unconstitu-
tional, such decree shall not affect the validity of any remaining
portion of this subtitle.

685. Protection of Powers. —The powers, duties and functions
vested in the Maryland State Board of Health under the provisions
of this subtitle shall not be construed to affect in any manner the
powers, duties and functions vested in the Maryland State Board of
Health under any other provisions of law.

686. RADIATION CONTROL ADVISORY BOARD. —(A) THE
RADIATION CONTROL ADVISORY BOARD IS CREATED. IT
SHALL HAVE TEN (10) MEMBERS, ALL TO BE APPOINTED
