Board of Health. "ADVISORY BOARD" MEANS THE RADIA-
TION CONTROL ADVISORY BOARD HEREIN CREATED.
"Radiation" means ionizing radiation and includes gamma rays,
x-rays, alpha and beta particles, high speed electrons, neutrons, pro-
tons, and other atomic or nuclear particles or rays.
"EMERGENCY"
MEANS A SUDDEN, UNEXPECTED AND UNFORESEEN CON-
DITION OF SUCH PUBLIC GRAVITY AND EXIGENCY AS TO
REQUIRE ACTION FORTHWITH.

677. Rules and Regulations. —The Board shall have power to
formulate and promulgate, amend and repeal rules and regulations
controlling sources of radiation. All rules and regulations promul-
gated will conform with the standards established by the National
Committee on Radiation Protection and published in the handbooks
of the National Bureau of Standards, or those of the Surgeon General
of the United States Public Health Service. All actions of the Board
shall be taken in accordance with Article 41, Sections 244 to 256 of
this Code, generally known as the Administrative Procedure Act.

678. Functions and Powers of Board. —The Board shall:

(a) Administer and enforce this sub-title and the rules, or regula-
tions promulgated under this sub-title, except that in the City of
Baltimore the Commissioner of Health of Baltimore City may be
authorized to administer and enforce this sub-title and the rules and
regulations promulgated under it.

(b) Develop comprehensive policies and programs for the evalu-
ation and determination of hazards associated with the use of radi-
ation, and their amelioration.

(c) Advise, consult, and cooperate with experts in the field of
radiation control, other agencies of the State, the Federal Govern-
ment, other States and interstate agencies, and with affected groups,
political subdivisions, and industries.

(d) Accept and administer according to law, loans, grants, or
other funds or gifts from the Federal Government and from other
sources, public or private, for carrying out its functions under this
sub-title.

(e) Encourage, participate in, or conduct studies, investigations,
training, research, and demonstrations relating to the control of
radiation hazard, the measurement of radiation, the effects on health
of exposure to radiation, and related problems as it may deem neces-
sary or advisable for the discharge of its duties under this sub-title.

(f) Collect and disseminate health education information relat-
ing to radiation protection.

(g) Review plans and specifications for radiation sources sub-
mitted pursuant to rules or regulations promulgated under this sub-
title.

(h) Inspect radiation sources, their shielding and immediate sur-
roundings and records concerning their operation for the determina-
tion of any possible radiation hazard.

(i) Keep in confidence all data concerning commercial and indus-
trial processes obtained as a result of administering this sub-title.
