BE CHAIRMAN AND FOUR SHALL BE ASSOCIATE COMMIS-
SIONERS, ALL OF WHOM SHALL BE APPOINTED BY THE
GOVERNOR, BY AND WITH THE ADVICE AND CONSENT OF
THE SENATE. THE INITIAL APPOINTMENTS SHALL DATE
FROM FEBRUARY 1, 1958, AND BE FOR PERIODS OF EIGHT,
NINE, TEN, ELEVEN AND TWELVE YEARS RESPECTIVELY,
OR UNTIL THEIR SUCCESSORS HAVE BEEN APPOINTED
AND HAVE QUALIFIED. AS EACH SUCH TERM EXPIRES,
THE GOVERNOR SHALL APPOINT A PERSON TO FULL TERM
OF TWELVE YEARS, OR UNTIL HIS SUCCESSOR SHALL
HAVE BEEN APPOINTED AND SHALL HAVE QUALIFIED. A
PERSON MAY BE APPOINTED TO SUCCESSIVE OR ADDI-
TIONAL TERMS. VACANCIES SHALL BE FILLED BY THE
GOVERNOR FOR THE UNEXPIRED TERM.
(c) The chairman and each associate commissioner shall be
citizens and qualified voters of the State of Maryland, must have
resided therein for not less than five years immediately preceding
appointment, and must continue to reside within the state during
their respective terms on the Commission. They shall each be not
less than thirty years of age and under seventy years of age at the
time of their appointments, and be selected from those who have
been admitted to the practice of law in this state, and be distin-
guished for integrity, wisdom and sound legal knowledge.
(d) During the time of his membership on the Commission, no
commissioner shall engage in the practice of law, nor shall he hold
any other civil office, or political trust, or employment of any kind
under the constitution or laws of this state or of the United States,
or any of them; nor shall he receive fees or perquisites of any kind
for the discharge of his official duties, other than the compensation
and expense allowance provided for in Section 3 of this Article. Each
Commissioner shall devote his entire time to the duties of his office,
and shall not hold any other position or occupation or engage in any
other business interfering with his giving full attention to the work
of his office, or inconsistent with the duties and responsibilities of a
commissioner.
(e) Any commissioner in office at the time he becomes seventy
years of age shall retire forthwith, or on the first day of the next
succeeding month, as he may elect, and his office shall be vacant as
of such date.
(f) The Governor may at any time remove any commissioner
from office for inefficiency, neglect of duty or malfeasance in office.
Before such removal he shall give the commissioner a copy of the
charges against him and shall fix a time when he can be heard in
his own defense, either in person or by counsel, which shall not be
less than ten days thereafter. Such hearing shall be open to the
public.
(g) The principal office of the Commission shall be in the City of
Baltimore, but branch offices may be established at other places in
the state for the purpose of administering the provisions of this
Article.
