eight, nine, ten, eleven and twelve years respectively, or until their
successors have been appointed and have qualified. As each such
term expires, the Governor shall appoint a person to a full term of
twelve years, or until his successor shall have been appointed and
shall have qualified. A person may be appointed to successsive or
additional terms. Vacancies shall be filled by the Governor for the
unexpired term.
1. (A) THE STATE INDUSTRIAL ACCIDENT COMMISSION
IS ABOLISHED AND THE WORKMEN'S COMPENSATION COM-
MISSION IS CREATED AND ESTABLISHED IN ITS PLACE
TO BE IN ALL RESPECTS THE SUCCESSOR TO THE RIGHTS,
POWERS AND DUTIES OF THE STATE INDUSTRIAL ACCI-
DENT COMMISSION, AS OF THE THIRTY FIRST DAY OF
MARCH, 1958. THE MEMBERS OF THE STATE INDUSTRIAL
ACCIDENT COMMISSION, WHOSE TERMS OF OFFICE EXPIRE
ON THE THIRTY FIRST DAY OF MAY, 1957; THIRTY FIRST
DAY OF MAY, 1958; THIRTY FIRST DAY OF MAY, 1959;
THIRTY FIRST DAY OF MAY, 1960, AND THIRTY FIRST DAY
OF MAY, 1961, SHALL CONTINUE IN OFFICE WITH ALL
RIGHTS, POWERS AND DUTIES NOW GRANTED TO THEM
BY LAW UNTIL THE MEMBERS OF THE WORKMEN'S COM-
PENSATION COMMISSION SHALL BE APPOINTED AND
QUALIFY IN THE MANNER HEREINAFTER SET FORTH.
(B) THE WORKMEN'S COMPENSATION COMMISSION,
HEREINAFTER REFERRED TO AS "THE COMMISSION",
SHALL BE COMPOSED OF FIVE MEMBERS, OF WHOM ONE
SHALL BE CHAIRMAN AND FOUR SHALL BE ASSOCIATE
COMMISSIONERS, ALL OF WHOM SHALL BE APPOINTED BY
THE GOVERNOR. THE INITIAL APPOINTMENTS SHALL
DATE FROM THE THIRTY FIRST DAY OF MARCH, 1958, AND
BE FOR THE PERIODS OF EIGHT, NINE, TEN ELEVEN AND
TWELVE YEARS, RESPECTIVELY, OR UNTIL THEIR SUC-
CESSORS HAVE BEEN APPOINTED AND HAVE QUALIFIED.
THE INITIAL APPOINTMENTS UNDER THIS SECTION SHALL
BE SET FORTH IN A MESSAGE OF THE GOVERNOR TO THE
GENERAL ASSEMBLY AT ITS REGULAR SESSION IN 1958,
WITHIN FIVE DAYS FROM THE CONVENING OF THE SES-
SION. AS EACH SUCH TERM EXPIRES, THE GOVERNOR
SHALL APPOINT A PERSON TO A FULL TERM OF TWELVE
YEARS, OR UNTIL HIS SUCCESSOR SHALL HAVE BEEN AP-
POINTED AND SHALL HAVE QUALIFIED. A PERSON MAY
BE APPOINTED TO SUCCESSIVE OR ADDITIONAL TERMS.
VACANCIES SHALL BE FILLED BY THE GOVERNOR FOR
