Sec. 4. And be it further enacted, That this Act shall take effect

AN ACT to repeal Sections 217 through 227, inclusive, of the Code
of Public Local Laws of Anne Arundel County (1947 Edition),
being Article 2 of the Public Local Laws of Maryland, title "Anne
Arundel County", sub-title "Circuit Court", sub-heading "Plats",
and to enact in lieu thereof new Sections 217 through 223, in-
clusive, providing the procedure for the recording of plats of
sub divided property in the office of the Clerk of the Circuit Court
for Anne Arundel County; and providing for the maintenance and
preservation of such records; providing that the failure of com-
plying with said procedure be deemed a misdemeanor and pro-
viding further a penalty therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 217 through 227 of the Code of Public Local Laws of
Anne Arundel County (1947 Edition), being Article 2 of the Public
Local Laws of Maryland, title "Anne Arundel County", sub-title
"Circuit Court", sub-heading "Plats", be and are hereby repealed,
and Sections 217 through 223, be and are enacted in lieu thereof.
217. Whenever any person, firm or corporation subdivides or
develops, or promotes for subdivision or development, any tract of
land in Anne Arundel County into lots of five acres, or less, such
person, firm or corporation shall prepare a plat of such subdivision
or development in the manner provided in Article 17, Section 72, of
the Annotated Code of Maryland (1956 Supplement), and shall file
with the Clerk of the Circuit Court for Anne Arundel County one
copy thereof drawn in ink, printed or lithographed upon acceptable
linen tracing cloth, and three copies thereof which must be blue
prints or blue or black line prints on linen. All of such copies shall
be eighteen inches by twenty four inches in size, and shall be
drawn to a scale of 100 feet or less to the inch where the lots shown
are of a size of one acre or less, and to a scale of 200 feet or less
to the inch where the lots or parcels shown are of a size greater than
one acre, except that any plat showing title information only, and
not to be used for the purpose of reference for conveyances, may be
drawn to any convenient scale. At the time of presenting any such
plat for recording, the party presenting the same shall pay to the
said Clerk a recording fee of twenty dollars ($20.00). Promptly
thereafter, the said Clerk shall, in accordance with the provisions of
Article 17, Section 73, of the Annotated Code of Maryland, (1951)
Edition) send to the Commissioner of Land Office one copy of the
