Chairman and a Vice-Chairman, who shall not be from the same
Counties COUNTY. The Chairman shall preside at meetings of the
Commission and shall perform the other customary duties of such of-
fice. The Vice-Chairman shall preside in the absence of the Chairman
and, in addition, shall be responsible for liaison between the Commis-
sion and its Department of Parks. The office of Park Commissioner is
hereby expressly abolished. The Chairman and Vice-Chairman of the
Commission shall also serve as chairmen of their respective County
Planning Boards, as hereinafter constituted. The members of the Com-
mission shall serve without salary, except that the Chairman and Vice-
Chairman shall receive allowances of $1,200 per annum and the other
members shall receive allowances of $600 per annum, provided that
all of the members, in their alternate capacities as members of the
respective County governing bodies may deem appropriate and
shall provide in their respective annual budgets. THE MEMBERS
OF SAID COMMISSION SHALL RECEIVE AN ANNUAL SAL-
ARY OF $3,600 PAYABLE MONTHLY OUT OF THE ADMINIS-
TRATIVE TAX COLLECTED BY SAID COMMISSION. THE
RESPECTIVE APPOINTING AUTHORITIES MAY AT THEIR
DISCRETION DESIGNATE A MEMBER OF SAID COMMISSION
FROM EACH COUNTY TO SERVE ON A FULL-TIME BASIS
(WHO MAY BE THE CHAIRMAN OR VICE-CHAIRMAN OF
SAID COMMISSION, IF THE GOVERNING BODY SO DIRECTS)
AND MAY AUTHORIZE SUCH SUPPLEMENTARY SALARY
FOR FULL-TIME SERVICE AS THEY MAY DEEM APPRO-
PRIATE, WHICH SUPPLEMENTARY SALARY SHALL ALSO
BE PAYABLE MONTHLY OUT OF THE ADMINISTRATIVE
TAX COLLECTED BY SAID COMMISSION.
The Commission shall appoint a Secretary-Treasurer, who shall be
a bonded official; a General Counsel, a Director of Planning, AND a
Director of Parks, WHO SHALL NOT BE FROM THE SAME
COUNTY, a Director of Public Relations, and if such a position
is deemed by the Commission to be necessary, a Director of Land
Acquisition, all of whom shall be Heads of Departments and shall
serve at the pleasure of the Commission. NOT MORE THAN
THREE OF THE HEADS OF DEPARTMENTS, AS HEREIN-
ABOVE PROVIDED, SHALL BE RESIDENTS OF THE SAME
COUNTY. The Commission shall fix the compensation of the Heads
of Departments1. The Commission may appoint, fix the compensation
of or contract for the services of such planning, engineering, adminis-
trative, auditing, clerical or other force, as, from time to time, in
its judgment, may be necessary to the administration of this Act-,
ON A REGIONAL BASIS, and may require any employee to give
bond with surety approved by, and in the sum to be fixed by the
Commission,
The terms of office of members of the Commission appointed by
the Governor for six year terms beginning May 1, 1951, are hereby
extended through June 14, 1957, on which date the terms of all mem-
bers of the Commission shall expire, except that such members shall
continue to serve until their successors shall have been appointed and
qualified.
THE COMMISSION IS HEREBY AUTHORIZED AND DI-
RECTED TO CREATE OR ESTABLISH A MERIT SYSTEM OR
CLASSIFIED SERVICE TO INCLUDE ALL OF ITS EM-
