furnished transportation, and the the additional salary of $3,600, as
well as the transportation costs for said Park Commissioner, shall be
paid out of the proceeds of the seven cent park tax of Montgomery
County. The Commission may appoint, discharge at pleasure, and
fix the compensation of or may contract for the services of such
engineering, planning, administrative, auditing, clerical or other force,
as, from time to time in its judgment, may be necessary to the ad-
ministration of this Act, and may require any employee to give bond
with surety approved by, and in the sum to be fixed by the Com-
mission.
The members of the Commission who are in office on May 17, 1939,
shall hold office until their successors shall have been appointed and
qualified. The Governor may remove any member of the Commission
appointed under the provisions of this Act, upon conviction of mal-
feasance or misfeasance in office. Upon the removal of any member
of the Commission as herein provided, the vacancy thus occurring
shall be filled by the Governor for the remainder of the term.]
II. For the purposes of carrying out the provisions of this Act
said District shall be under the jurisdiction of a Commission by the
name of the Maryland-National Capital Park and Planning Com-
mission (hereinafter referred to in this Act as the Commission).
The Commission shall have the right to use a common seal, to sue and
be sued, to exercise all powers granted to it in this Act and to do any
and all other corporate acts for the purpose of carrying out the pro-
visions of this Act.
The Commission shall be composed of ten members, five of whom
shall be residents of Montgomery County and five of whom shall be
residents of Prince George's County. Not more than three members
from each County shall be members of the same political party, and
at least one member from each County shall be a resident of the pre-
dominantly agricultural portion of the County. WITHIN SAID DIS-
TRICT. The members of the Commission to be appointed from each
County shall be appointed by the governing body of each County re-
spectively, and the appointing body may remove any member for
cause, but only after stating the cause in writing and holding a public
hearing thereon. THE MEMBERS OF THE COMMISSION SHALL
BE PERSONS OF ABILITY, EXPERIENCE AND INTEGRITY
AND SHALL NOT BE SELECTED AS REPRESENTING OR SUP-
PORTING ANY SPECIAL INTEREST OR INTERESTS. Appoint-
ments OF ALL OF THE TEN NEW COMMISSIONERS hereunder
shall be made on or before June 15, 1957, upon which date the
terms of office shall begin. The term of office of each of the mem-
bers shall be for four years except that the terms of the members
first appointed under this Act shall expire on the following dates:
one from each County on June 14, 1958; two from each County on
June 14, 1959; one from each County on June 14, 1960 and one from
each County on June 14, 1961. Members may continue to serve until
their successors shall qualify. Any vacancy in the membership of
the Commission shall be filled by the governing body of the County
in which the vacancy occurs and for the unexpired term. AND SUCH
APPOINTEE SHALL BE FROM THE SAME POLITICAL PARTY
AS WAS REPRESENTED BY THE MEMBER WHO VACATED
THE OFFICE.
The Commission shall at its first meeting after June 15, 1957, or
as soon thereafter as may be convenient, by a majority vote, elect a
