[II. For the purposes of carrying out the provisions of this Act
said District shall be under the jurisdiction of a Commission of six
members, of whom two shall be residents and taxpayers of that
portion of the District within Montgomery County and the other shall
be a resident of any part of Montgomery County, and two shall be
residents and taxpayers of that portion of the District within
Prince George's County, and the other shall be a resident of any
part of Prince George's County. The members of said Commission
shall be a body corporate, by the name of "The Maryland-National
Capital Park and Planning Commission" (hereinafter for abbrevia-
tion referred to in this Act as the Commission), with the right to use
a common seal, to sue and be sued, to exercise all power granted to it
in this Act and to do any and all other corporate acts for the pur-
pose of carrying out the provisions of this Act. The members of
Commission shall be appointed by the Governor of Maryland. Ap-
pointments hereunder shall be made on or before May 1, 1939, upon
which date the terms of office shall begin. The term of office of each of
said members shall be for six years except that the term of two of the
members first appointed under this Act from Montgomery County
and two of the members first appointed from Prince George's County
shall be for four years, and one of the members from each county for
six years each. Any vacancy occurring at any time in the personnel
of the Commission shall be filled by the Governor for the unexpired
term. The Commission shall at its first meeting after May 17, 1939,
or as soon thereafter as may be convenient, by a majority vote, elect
as Chairman of the Commission one of its members. The annual
salary of the Chairman shall be three thousand dollars, and the
salaries of the other five Commissioners shall be as follows: the,
salaries of the Commissioners resident in Prince George's County
shall be five hundred dollars each per annum, payable monthly from
the administrative tax collected in Prince George's County. The
salaries of the Commissioners resident in Montgomery County, except
the Commissioner who shall be elected Park Commissioner as here-
inafter provided, shall be twelve hundred dollars each per annum,
payable monthly from the administrative tax collected in Montgomery
County. The salary of the Commissioner who shall be elected Park
Commissioner, in addition to his salary as Park Commissioner, as
hereinafter provided, shall be five hundred dollars per annum, pay-
able monthly from the administrative tax collected in Montgomery
County. The Commission, at its first meeting after May 17, 1939, or
as soon thereafter as may be convenient, shall by a majority vote,
appoint a General Counsel to the Commission at an annual salary of
three thousand dollars payable monthly, and a Secretary-Treasurer,
who shall be a bonded official at an annual salary of two thousand
dollars, payable monthly. The Commission shall likewise by a
majority vote elect one of the members of the Commission who is a
resident of Montgomery County, as Park Commissioner for the
Parks located in Montgomery County, and said Commissioner so
elected shall represent the Commission in the construction and
maintenance of parks and roadways and any other operation which
the Commission may undertake. From and after his election as
Park Commissioner he shall serve in that capacity for the term for
which he shall have been appointed as a member of the Commission.
For such services the said Park Commissioner shall be paid the
salary of thirty-six hundred dollars per year, payable monthly, and
said salary shall be in addition to the salary received by said Park
Commissioner as Commissioner. Said Park Commissioner shall be
