title "Public Education", sub-title "Teachers' Retirement System",
said new sub-section to follow immediately after Sub-section (b)
thereof, and to read as follows:

114.

(c) Any public school teacher of Kent County who retired prior
to July 1, 1956, and who is receiving any retirement benefits (ex-
clusive of a disability retirement allowance) under the provisions
of this sub-title, when such benefits in the aggregate are less than
One Hundred and Twenty-five Dollars ($125.00) per month, shall
receive an additional sum not exceeding Fifty Dollars ($50.00) per
month upon application to the Board of County Commissioners, and
the Commissioners shall levy annually an amount sufficient to pay
such additional benefits. The sum granted to any applicant by the
County Commissioners (subject to the Fifty Dollars ($50.00) limi-
tation) shall be such that when added to whatever the applicant is
receiving from the Teachers' Retirement System, the total shall not
exceed One Hundred and Twenty-five Dollars ($125.00) per month.

Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 38
(Senate Bill 11)

AN ACT to add Section 235A to Article 77 of the Annotated Code of
Maryland (1951 Edition), title "Public Education", to follow im-
mediately after Section 235 thereof and to be under the new sub-
title "Pre-School Education of Handicapped Children", providing
for an item to be placed in the State Budget for the special educa-
tion and training of handicapped children under six years of age
and relating generally to the program for such education and
training and for its administration, supervision and control.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 235A be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1951 Edition), to follow imme-
diately after Section 235 thereof, to be under the new sub-title "Pre-
School Education of Handicapped Children", and to read as follows:

Pre-School Education of Handicapped Children

235A. The Governor shall place in the State Budget each year an
item for the special education and training of handicapped children
