Annotated Code of Maryland (1951 Edition), title "Courts",
sub title "Circuit Courts for the Counties", said new section to follow
immediately after Section 43 12 BE AND IT IS HEREBY ADDED
TO ARTICLE 24 OF THE ANNOTATED CODE OF MARYLAND
(1951 EDITION), TITLE "COSTS", SAID NEW SECTION TO
FOLLOW IMMEDIATELY AFTER SECTION 11 thereof and to
read as follows:
42A. 12. No case at law or in equity shall be docketed in the Cir-
cuit Court of Montgomery County AND PRINCE GEORGE'S
COUNTIES until the clerk of the court for said county shall have
been paid the costs therefor; nor shall any attachment, writ of
fieri facias or execution on judgment be issued until the costs therefor
shall have been paid to the said clerk, PROVIDED, HOWEVER,
THAT THE PROVISIONS OF THIS SECTION SHALL NOT AP-
PLY TO ANY INDIGENT PLAINTIFF, OR TO ANY PERSON UN-
ABLE TO PAY THE COSTS OF DOCKETING ANY SAID CASE
OR THE ISSUANCE OF ANY ATTACHMENT, WRIT OF FIERI
FACIAS OR EXECUTION ON JUDGMENT AS PROVIDED
HEREIN.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

(Senate Bill 129)
AN ACT to add Section 8 (43) to Article 81 of the Annotated Code
of Maryland (1951 Edition and 1956 Supplement), title "Revenue
and Taxes", sub-title "What Shall be Taxed and Where", to
follow immediately after Section 8 (42) thereof, providing a tax
exemption as to any artificial barrier, commonly called a dam,
which may be constructed across any navigable waterway THE
POTOMAC RIVER NEAR THE MOUTH OF THE MONOCACY
RIVER IN MONTGOMERY COUNTY within the State by the
Potomac Electric Power Company. ANY ELECTRIC POWER
COMPANY.
WHEREAS, IT HAS BECOME INCREASINGLY APPARENT
OVER THE PAST SEVERAL YEARS THAT THE REQUIRE-
MENTS OF THE MONTGOMERY AND PRINCE GEORGE'S
COUNTY ELECTRIC POWER CONSUMING PUBLIC ARE SUCH
AS TO BURDEN SERIOUSLY EXISTING POWER FACILITIES
NOW AVAILABLE TO THOSE AREAS; AND
WHEREAS, IT WOULD BE ADVANTAGEOUS TO HAVE AD-
DITIONAL LOCAL POWER FACILITIES CONSTRUCTED IN
