provide for the proper administration of the same; and to convey the
same when the County Commissioners determine that it or they are
no longer needed for public purposes, subject to the terms and con-
ditions of the original grant.

(19)  Records. To provide the recording and indexing all records
in the office of the Clerk of the Court, Register of Wills and County
Commissioners and other officers to the extent that such matters are
not provided for by general law.

(20)  Salaries. To fix and prescribe the salary or compensation of
all appointed officers and employees of the County, and to prescribe
and provide for the payment of the traveling and other expenses of
the State's Attorney, Sheriff, Judges of the Orphans9 Court and of
all other elected and appointed officers and employees of the County
incurred in the performance of their official duties.

(21)  Streets and Roads, (a) To open, widen, straighten, alter or
close streets and roads within the County and to award and pay dam-
ages resulting therefrom; and to exercise the right of condemnation,
if necessary, in the manner prescribed by Article 33A of the Anno-
tated Code of Maryland.

(b)  To grade, pave and curb streets and roads and to provide for
the same at the cost of the County.

(c)  To regulate the use of streets, roads and public ways by per-
sons, animals and vehicles; to prohibit the use of such streets, roads
and public ways by any or all motor vehicles under such circum-
stances or upon such condition as it may, from time to time, by
ordinance, deem necessary or expedient in the interest of the public.
Any such regulation shall not involve any charge of any kind for the
use of such street, road or public way, other than reasonable charges
for parking within areas set aside exclusively for that purpose.

(d)  To provide for the cleaning and lighting of streets, roads and
public ways.

(e)  To provide for and regulate the planting, maintenance and
removal of trees on and along streets, roads and public ways.

(f)  To establish grade and street lines.

(g)  To provide that permit first be had and obtained from the
County Commissioners, prescribing the conditions thereof, before any
street or road shall be opened, altered, widened, straightened or re-
paired.

(22)  Taxes. To provide for the prompt collection of all taxes due
the County by authorizing discounts or imposing penalties.

(23)   Waste Disposal. To prevent the deposit of any unwholesome
substance either on private or public property, and to compel its
removal to designated points; to require slops, garbage, ashes and
other waste or other unwholesome materials to be removed to desig-
nated points; to acquire, operate and maintain public waste disposal
areas and to regulate private waste disposal facilities.

Sec. 2. And be it further enacted, That all laws, or parts of laws,
public, general or public local, inconsistent with the provisions of this
Act be and they are hereby repealed to the extent of such incon-
sistency.
