County, subject, however, to the limitations and provisions of Article
78 aforesaid. No franchise shall be granted for a longer period than
fifty years.

(10)  Grants in Aid. To accept gifts and grants of Federal or State
funds, and from any agency of the Federal or State governments
and to expend the same for any lawful public purpose, agreeably to
the conditions under which the gift or grant was made.

(11)  Hawkers. To license, tax, regulate, suppress and prohibit
hawkers, and itinerant dealers, peddlers, solicitors, pawnbrokers and
persons selling any articles on the streets and roads of the County,
and to revoke such license at pleasure.

(12)  Health. To prevent and remove nuisances; to prevent the in-
troduction of contagious diseases into the County; to approve the
location for the manufacturing of soap and fertilizer; to approve the
location of slaughter houses, packing houses, and all places which may
involve or give rise to unsanitary conditions or conditions detri-
mental to health; provided, however, that nothing herein shall be
construed to affect in any manner any of the powers and duties of
the State Board of Health or any Public General Law relating to the
subject of health.

(13) Liens. To provide that any valid charges or assessments made
against any real property within the County shall be liens upon such
property to be collected in the same manner as County taxes are
collected.

(14) Names. To designate the names for public streets and roads,
bodies of water and unincorporated towns, villages and settlements
within the County.

(15)  Parks and Recreation. To establish and maintain or support
public parks, playgrounds, and other recreational facilities to pro-
mote the health, welfare, and enjoyment of the inhabitants of the
County.

(16)  Permits. To provide and prescribe regulations for the issu-
ance of plumbing permits, before any sanitary systems, plumbing and
fixtures may be installed within said County, and provide any fee or
charges for any such permits and the enforcement thereof.

(17) Prisoners. To fix the allowance or compensation to the Sheriff

or other person for boarding and keeping prisoners in the County Jail.

(18)  Property. To acquire by conveyance, purchase or condem-
nation real property needed for any public purpose; to erect build'
ings thereon for the benefit of the County; and to sell at public or
private sale after twenty (20) days public notice and to convey to
the purchaser or purchasers thereof any real property belonging to
the County; to provide for the proper administration of the same;
and to convey to the purchaser or purchasers thereof any real prop-
erty belonging to the County when the County Commissioners deter-
mine that the same is no longer needed for any public use.

To take by gift, grant, bequest or devise and to hold real and per-
sonal property absolutely or in trust for parks or gardens, or for the
erection of statues, monuments, buildings or structures, or for any
public use, upon such terms and conditions as may be prescribed by
the grantor or donor, and accepted by the County Commissioners; to
