Worcester County relating to the public roads, bridges, drains, water
courses, public landings, culverts and curbs and gutters therein, it
shall be interpreted as vesting that authority in said County Roads
Board.

285B. The said County Roads Board is hereby authorized and
empowered to borrow from time to time such sums of money as it
may deem necessary to carry out its duties under this sub-title, but
not to exceed Fifty Thousand Dollars ($50,000.00) in the aggregate
at any one time, and to issue its notes or certificates of indebtedness
as evidence of said loan or loans. Said money, when borrowed, shall
be paid into and out of and accounted for along with other regular
road funds.

285C. The County Commissioners of Worcester County are here-
by authorized and empowered, at such time as jurisdiction over the
control of the County Roads System of Worcester County is re-
turned to said County, to purchase from the State Roads Commission
of Maryland, and said State Roads Commission is hereby authorized
to sell, such road equipment as may by mutual agreement between
them be determined to be available for sale and necessary for con-
tinued use on the County Roads System of said County. Such equip-
ment shall be purchased out of the funds of said County Roads
Board at a fair and equitable price with due regard to the age and
condition of the same. In the event said two bodies are unable to
agree on the price for said equipment, they are hereby authorized
and empowered, in their joint discretion, each to select an arbiter
and the two arbiters so named to select a third arbiter, a majority
of whom shall fix the price thereof, and the price so fixed shall be
final and binding upon both parties.

285D. The County Commissioners of Worcester County are here-
by authorized and directed, in their discretion, to create surpluses
from time to time out of revenues received, not exceeding the sum
of Two Hundred and Fifty Thousand Dollars ($250,000.00) in the
aggregate at any one time, for use from time to time as said Com-
missioners shall determine in supplementing the budgeted expendi-
tures estimated for the current year in carrying out the roads pro-
gram of the County.

285E. The County Commissioners of Worcester County are here-
by authorized and empowered from time to time, in their discretion
to invest in United States Government bonds or evidences of in-
debtedness unexpended revenues received from taxation, bond sales,
lawful distributions to it of funds from other governmental agen-
cies or any other funds properly received by it until it determines
that the funds are needed for proper public purposes.

285F. Any full time employees, including the County Roads En-
gineer, taken over by the County Roads Board (including new em-
ployees) shall be covered by the State Retirement System and the
Federal Social Security Act to the same extent as now covered by
the State Roads Commission in Worcester County. All employees
shall be paid not less than the minimum wage scale in the various
classifications as established by the State Roads Commission in
Worcester County. Holidays, sick leave and vacation benefits to con-
form to those established by the State Roads Commission for Wor-
cester County.
