forced to satisfy the balance of the judgment which amounted to
$33,000.00; and
Whereas, W. Burdell Preston, the President of the County Com-
missioners of Harford County personally came to Annapolis and re-
quested the Harford Delegation to introduce this legislation; and
Whereas, The other County Commissioners in an official resolu-
tion stated they had no objection to the introduction of this legisla-
tion; and
Whereas, Many responsible citizens of Harford County have peti-
tioned the Harford County Delegation to introduce this legislation;
now, therefore,
Section 1. Be it enacted by the General Assembly of Maryland,
That the County Commissioners of Harford County are hereby au-
thorized to include the A sum of $33,000.00 MONEY in the Harford
County Budget to pay compensation to Mr. Marshall T. Heaps; PRO-
VIDED, HOWEVER, THAT THE SUM OF MONEY SO APPRO-
PRIATED SHALL NOT EXCEED ONE-HALF OF THE CASH
PAYMENT MADE BY SAID MARSHALL T. HEAPS IN THE
SETTLEMENT OF SAID JUDGMENT.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

AN ACT to add thirty new sections to Article 66½ of the Annotated
Code of Maryland (1951 Edition), title "Motor Vehicles", to be
under the new sub-title "Unsatisfied Claim and Judgment Fund",
said new sections to be known as Sections 145A to 145DD, inclu-
sive, and to follow immediately after Section 145 of said Article,
providing for the establishment, maintenance, and administration
of an Unsatisfied Claim and Judgment Fund for the payment of
damages for injury to or death of certain persons and for damages
to property arising out of the ownership, maintenance and use of
motor vehicles in this State in certain cases; and relating generally
to said Fund and to the financial responsibility laws of this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That thirty new sections be and they are hereby added to Article 66½
of the Annotated Code of Maryland (1951 Edition), title "Motor
Vehicles", to be under the new sub-title "Unsatisfied Claim and Judg-
