145DD, inclusive, to follow immediately after Section 145 of said
Article, and to read as follows:
UNSATISFIED CLAIM AND JUDGMENT FUND
145A. (Definitions), (a) As used in this sub-title:
(b) "Commissioner" means the Commissioner of Motor Vehicles;
(c) "Treasurer" means the State Treasurer acting as the custo-
dian of the Unsatisfied Claim and Judgment Fund;
(d) "Unsatisfied Claim and Judgment Fund" or "Fund" means the
fund derived from the sources specified in this sub-title.
(e) "Unsatisfied Claim and Judgment Fund Fee" means the addi-
tional fee to be collected under this sub-title as a contribution to the
fund from the owner of a motor vehicle upon the registration thereof
in this state.
(f) "Unsatisfied Claim and Judgment Fund Board" or "Board"
means the board created in Section 145C of this sub-title.
(g) "Qualified person" means a resident of this state or the owner
of a motor vehicle registered in this state or a resident of another
state, territory or Federal district of the United States or province
of the Dominion of Canada, or foreign country, in which recourse is
afforded to residents of this state, of substantially similar character
to that provided for by this sub-title.
(h) "Uninsured motor vehicle" means a motor vehicle as to which
there is not in force a liability policy meeting the requirements of
sections 119 of this Article and which is not owned by a holder of a
certificate of self-insurance under said law.
(i) "Person" includes natural persons, firms, copartnerships, asso-
ciations, corporations and governmental bodies.
(j) "Insurer" means any insurer authorized in this state to write
automobile liability insurance.
(k) "Net direct written premiums" means direct gross premiums
written on policies insuring against legal liability for bodily injury
or death and for damage to property arising out of the ownership,
operation or maintenance of motor vehicles which are principally
garaged in this state, less return premiums thereon.
(l) "Registration license year" for Class A and D vehicles means
the period beginning April 1, 1958, and ending March 81, 1959, and
each subsequent twelve month period, beginning April 1 and ending
the following March 31. For all other classes of motor vehicles, "reg-
istration license year" means the period beginning May 1, 1958, and
ending April 30, 1959, and each subsequent twelve month period, be-
ginning May 1, and ending the following April 80.
145B. Creating and maintenance of fund. For the purpose of
creating and maintaining the fund—
(a) Every person registering an uninsured motor vehicle in this
state for the yearly period commencing April 1, 1958, or May 1, 1958,
as the case may be shall pay at the time of registering the same, in
addition to any other fee prescribed by any other law, a fee of Eight
($8.00) Dollars;
