of $250,000 and dated July 1, 1956, said funds to be expended either
for the improvement and development of Little Falls Branch Park,
as originally intended at the time of the issuance of said Bonds, or,
in the discretion and at the election of the said Commission, for
such other purposes for which it is authorized by law to issue bonds,
including among others the acquisition of lands or other property.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

AN ACT to authorize the County Commissioners of Harford County
to include in the Harford County Budget the A sum of $33,000.00
MONEY as PARTIAL compensation to be paid to Mr. Marshall T.
Heaps for damages suffered by him.
Whereas, In July, 1951, the Board of Education entered into a
written contract with Marshall T. Heaps providing for the said
Marshall T. Heaps to operate school buses in Harford County; and
Whereas, Said Board of Education made a verbal commitment to
said Mr. Heaps, through Allan Amos, director of Transportation,
that the Board of Education would carry bus collision property
damage and personal liability insurance; and
Whereas, In reliance on said verbal commitment, Mr. Heaps did
not purchase any additional personal liability insurance; and
Whereas, On March 11, 1953, a school bus owned by Mr. Heaps,
and driven by Mr. William Howard Wallace was being operated on
the Rocks Road delivering school children in Harford County when it
struck and injured Esther Doreen Osborne, a minor crossing the road
in front of the bus; and
Whereas, Suit was docketed in the Circuit Court of Harford
County in behalf of Esther Doreen Osborne against the Board of
Education of Harford County, William Howard Wallace, and Marshall
T. Heaps; and
Whereas, At the trial of the case the Jury returned a verdict of
$60,500.00 against all of the above mentioned defendants which be-
came final on May 2, 1955; and
Whereas, The Board of Education carried bus liability insurance
in the amount of only $10,000, Mr. Marshall T. Heaps was personally
