AND GARBAGE, which may be considered by said board to be
in and for the general welfare of said County in the orderly opera-
tion and/or functioning of the government of Prince George's
County, Maryland, and

Further, to provide for the construction and reconstruction of
streets, roadways, alleys, sidewalks, curbs and gutters, grading
and storm drainage incidental to such construction, and,

Further, to provide for the creation, within the said County, of
storm drainage areas for the construction of storm drainage facili-
ties whether incident to street construction or otherwise, and,

Further, to authorize said board to levy front foot benefit taxes
and/or, ad valorem taxes and prescribe the method for such levy
and collection,

Further, to authorize said board to borrow money by the issu-
ance of bonds or certificates of indebtedness to finance said munici-
pal functions and/or governmental services.

Further, providing for notice and a public hearing before PETI-
TION AND/OR NOTICE AND/OR PUBLIC HEARING AND
MEANS OF DETERMINATION BY the Board of County Com-
missioners before construction or improvement is begun7 OR
SERVICES RENDERED,

Further, providing residents rights by way of petition or refer-
endum to defeat the Board's determinating
AND PROPERTY
OWNERS MEANS TO DEFEAT THE BOARD'S DETERMINA-
TION.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 1337-A of the Code of Public Local Laws of Prince
George's County (1953) being Article 17 of the Code of Public Local
Laws of Maryland, title "Prince George's County", sub-title "Roads",
as enacted by Chapter 384 of the Acts of 1955, be and it is hereby
repealed; and Section 464B be and it is hereby added to said Code and
said Article, sub-title "County Commissioners", to follow immedi-
ately after Section 464A thereof, and to read as follows:

464B. (a) The County Commissioners of Prince George's County
may, upon its own motion
ARE HEREBY AUTHORIZED TO con-
struct and/or reconstruct roadways, alleys, curbs, sidewalks, gutters
and storm drainage incident to any of said construction in said
Prince George's County outside of the boundaries of the incorporated
towns or cities and Special Improvement Districts.,
PROVIDED
THAT A PETITION REQUESTING ANY OF SAID IMPROVE-
MENTS SHALL BE PRESENTED TO THE COUNTY COMMIS-
SIONERS SIGNED BY THE OWNERS OF AT LEAST 51% OF
THE ABUTTING FRONT FOOTAGE OF THE PROPERTY AD-
JOINING THE ROADWAYS, ALLEYS, CURBS, SIDEWALKS OR
GUTTERS TO BE IMPROVED.

(b) The Board of County Commissioners shall, by proper ordi-
nance or resolution, adopt all necessary rules and regulations for the
construction, maintenance or operation of said improvements and
shall fix the time and manner of payment. All special assessments
or taxes levied by the said Board of County Commissioners shall be
treated in all respects as county taxes collected by the County Treas-
