(6) A license issued to a person whose last or surname begins
with the letters T, U, V, W, X, Y or Z shall expire December 31, 1960.
(d) The Commissioner of Motor Vehicles shall mail to each license
holder, at his last known address as shown by the files of the De-
partment of Motor Vehicles, at least 60 days notice of the date on
which his license shall expire as provided in this section. The appli-
cation shall require the full name, residence, address, race, color,
sex, height, weight, and date of birth of the applicant, whether the
applicant ever has had an operator's license refused, revoked, can-
celled or suspended, the applicant's general physical condition, and
such other information and answers as the Commissioner by regu-
lation shall require. Upon the return of the application to the De-
partment, under affidavit, suitably answered and accompanied by a
fee of One ($1.00) Dollar, the Department shall issue to the appli-
cant the license applied for. or may in its discretion require the appli-
cant to first satisfy any or all of the requirements set forth in Section
90 of this Article. The Department may refuse to issue a license to
any applicant, if, in its discretion, it considers the said applicant to
be unfit or unsafe to drive a motor vehicle on the highways of Mary-
land. The legislative intent in the enactment of this sub section is
the promotion of traffic safety on the highways of Maryland and the
general welfare of the citizens of the State of Maryland. The new
licenses so issued are subject to the further provisions of this section
and of this Article.
(e) The fee for issuance of a renewal license and each renewal
thereafter of an operator's license under Sub-section (d) hereof shall
be One ($1.00) Dollar. Provided, however, that the fee of One Dollar
under said sub-section (d) shall not be charged to or collected from
any person who has originally been licensed as a motor vehicle oper-
ator under the provisions of this Article within a period of three
years prior to the application for renewal.
(f) Persons absent from the State because of military service or
for other valid cause may apply by mail to the Department for re-
newal of license, the application to be accompanied by an affidavit
stating the reason for absence from the State.
(g) The Department is authorized to destroy the records of the
expired licenses three SIX months after the renewals of licenses have
become effective.
(h) Upon an original application for licensing as provided for in
this Article, the licenses of all such new applicants shall become
effective as of the date of issue and shall expire after three years and
shall be renewed every three thereafter as provided herein.
(i) Violation of this section shall be deemed to be a misdemeanor
and upon conviction, shall be punishable by a fine of not less than
Five Dollars ($5.00) nor more than One Hundred Dollars ($100.00)
or by imprisonment not to exceed sixty days or by both such fine and
imprisonment.
89. (a) Any person desiring to receive a chauffeur's or a motor
vehicle operator's [or motorcycle Operator's] license, either for the
operation of a motorcycle, motor scooter or bicycle with motor attach-
ment, or for the general operation of any other type of motor vehicle,
