of the Acts of 1943, said new section SECTIONS to be under the
new sub-title "Plumbing", providing for a Calvert County Plumbing
Board and dealing generally with the authority, duties and mem-
bership of said Board and the adoption of rules and regulations
for plumbing by the Calvert County Commissioners., AND PRO-
HIBITING PLUMBING WHOLESALERS AND MANUFAC-
TURERS FROM REFUSING TO SELL SUPPLIES AND MA-
TERIALS TO RETAILERS IN CALVERT COUNTY AND PRO-
VIDING A PENALTY THEREFOR.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 233B be and it is SECTIONS 233B AND 233C BE
AND THEY ARE hereby added to Article 5 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Calvert County", said
new section SECTIONS to follow immediately after Section 233A
as enacted by Chapter 269 of the Acts of 1943, said new section
SECTIONS to be under the new sub-title "Plumbing", and to read
as follows:
233B. There is hereby IN THE DISCRETION OF THE COUNTY
COMMISSIONERS, THERE MAY BE created in Calvert County a
Calvert County Plumbing Board, which shall consist of three mem-
bers. One of the members shall be a member of the Master Plumbers
Association residing in Calvert County and shall be appointed an-
nually by the said Master Plumbers Association. The remaining two
members of the Board shall be one of the County Commissioners
appointed by said County Commissioners and the Calvert County
Health Officer, none of whom shall receive any additional compensa-
tion for their services under this section. The members of the Board
shall appoint an Inspector of Plumbing, who shall receive such com-
pensation as shall be fixed from time to time by the Calvert County
Plumbing Board, which said compensation shall be paid from the
fees of applicants for certificates or permits, and shall not exceed the
sum or sums so collected. NO PERMIT FEE FOR INSPECTION
AND INSTALLATION IN ANY DWELLING HOUSE OR BUILD-
ING USED FOR COMMERCIAL PURPOSES, NOT INCLUDING
STRUCTURES USED FOR MANUFACTURING PURPOSES,
SHALL EXCEED THE SUM OF FIVE DOLLARS ($5.00).
The Plumbing Board shall have the authority and the duty to create
a system of rules and regulations and submit for adoption said rules
and regulations to the County Commissioners. Prior to the adoption
of said rules and regulations they shall be published once each week
for three consecutive weeks in each of the Calvert County newspapers.
The said Commissioners shall provide for a public hearing on said
rules and regulations and shall publish notice of the day and time of
said hearing with the rules and regulations aforesaid. The purpose of
the hearing is to have the Commission COMMISSIONERS obtain
the benefit of the public views and opinions prior to final adoption.
The rules and regulations aforesaid shall have no application, and
the Plumbing Board shall have no authority to control, the plumbing
system of any property owner who shall install or work on his own
plumbing system, unless said system is connected to a Public Water
System or Public Sewer System. EXCEPT THAT THE HOOKING
