hereby enacted in lieu thereof, to stand in the place and stead of the
section repealed, and to read as follows:

188. (a) Harford County is hereby divided into three districts to
be known as Commissioner Districts, said districts to be as follows:

The first and third Election Districts as now constituted shall con-
stitute and be Commissioner District Number 1 of said County; the
second and sixth Election Districts, as now constituted shall con-
stitute and be Commissioner District Number 2 of said County; and
the fourth and fifth Election District as now constituted shall con-
stitute and be Commissioner District Number S.

(b)  There shall be three County Commissioners of Harford County
who shall be voters and taxpayers of said County, and who shall hold
office for a term of four years and shall be eligible for re-election. Of
these three County Commissioners, one of said County Commissioners
shall be a resident of each of said three Commissioner Districts
FOR
ONE YEAR PRIOR TO THE GENERAL ELECTION; that is to
say, one shall be a resident of the first Commissioner District and the
candidate residing in said District who receives the largest number
of votes of all other candidates residing in said District shall be
deemed elected
NOMINATED BY HIS PARTY IN THE PRIMARY
ELECTION AND ELECTED IN THE GENERAL ELECTION; one
shall be a resident of the second Commissioner District and the
candidate residing in said District who receives the largest number
of votes of all other candidates residing in said District shall be
deemed elected
NOMINATED BY HIS PARTY IN THE PRIMARY
ELECTION AND ELECTED IN THE GENERAL ELECTION; one
shall be a resident of the third Commissioner District and the candi-
date residing in said District who receives the largest number of
votes of all other candidates residing in said District shall be deemed
elected
NOMINATED BY HIS PARTY IN THE PRIMARY ELEC-
TION AND ELECTED IN THE GENERAL ELECTION; so that
the Board of County Commissioners shall be composed always of a
representative from each of said Commissioner Districts. Each of
these said Commissioners must be elected by the voters of the entire
County.
THE NOMINATION OF CANDIDATES FOR COUNTY
COMMISSIONER BY BOTH MAJOR PARTIES SHALL BE GOV
-
ERNED BY THE SAME PROCEDURE AND RESTRICTIONS AS
HEREINABOVE SET FORTH FOR THE FINAL ELECTION
OF COUNTY COMMISSIONERS. THE COMMISSIONER WHO
RECEIVES THE LARGEST NUMBER OF VOTES IN THE GEN-
ERAL ELECTION SHALL BE THE CHAIRMAN WITH AN AD-
DITIONAL COMPENSATION FOR HIS DUTIES OF FIVE HUN-
DRED DOLLARS ($500.00) PER ANNUM ABOVE THE SALARY
HEREINAFTER PROVIDED.

(c)  They shall receive an annual salary of Five Thousand Dollars
($5,000.)
FOUR THOUSAND DOLLARS ($4,000.00), payable
monthly by the Treasurer of said County and they are required to
meet for the transaction of public business at their office at Bel Air
at least three
ONE days each week, and as much oftener as the
proper discharge of their official duties may require. Said County
Commissioners shall not receive any additional compensation for any
services required to be performed pursuant to their duties as County
Commissioners, including their duty to review assessments; provided
further that the said County Commissioners shall be paid by the
