588. Qualification of Applicants for Examination for Certifica-
tion. Application for examination for certification as a psychologist
or for certification without examination as a psychologist shall be
upon the forms prescribed by the Board. The Board shall certify
as a psychologist any person who pays the prescribed fee, who
passes a satisfactory examination in psychology, and who submits
evidence verified by oath and satisfactory to the Board that he:
(1) Is at least twenty-one years of age;
(2) Is of good moral character;
(3) Is a citizen of the United States or has legally declared his
intention of becoming such a citizen;
() Has received the doctoral degree based on a program of
studies whose content was primarily psychological from an ac-
credited educational institution having an appropriate graduate pro-
gram, or a program of studies judged by the Board to be equivalent
in both subject matter and extent of training;
(5) Has had at least two years of professional experience in psy-
chology.
589. Examinations. The Board shall administer examinations to
qualified applicants for certification at least once a year. The Board
shall determine the subject and scope of the examinations. Written
examinations may be supplemented by such oral examinations as the
Board shall determine. An applicant who fails his examination may
be re-examined at a subsequent examination upon payment of an-
other examination fee.
590. Waivers Authorized. Until December 31, 1959, a person
who is at least twenty-one years of age, is of good moral character,
and is a citizen of the United States or has legally declared his inten-
tion of becoming a citizen may upon application and payment of the
application and certification fees, be certified by the Board as a
psychologist:
(1) Without examination if he has a doctor's degree from an
accredited institution based upon a program which is primarily
psychological or the substantial equivalent thereof in both subject
matter and extent of training and, in addition, has had five years
of professional experience satisfactory to the Board; or
(2) Without examination if he has a master's degree from an
accredited institution based upon a program which is primarily psy-
chological or the substantial equivalent thereof and, in addition, has
had eight years of professional experience satisfactory to the Board;
or
(3) With examination if he has a master's degree from an accred-
ited institution based upon a program which is primarily psycho-
logical or the substantial equivalent thereof and, in addition, has had
at least three years but less than eight years of professional experi-
ence satisfactory to the Boards; OR
(4) ANY PERSON, WHO PRIOR TO JUNE 1, 1957, HAS BEEN
HOLDING HIMSELF OUT TO THE PUBLIC AS A PSYCHOL-
OGIST FOR REMUNERATION IN THIS STATE, SHALL BE
