been engaged in rendering service, teaching or research in psychology
for a period of at least five years and who hold a doctoral degree
therein. To assure adequate representation of the diverse fields of
psychology the Governor shall so make his appointments that the
Board has at least two members who are engaged primarily in
rendering service in psychology, and at least two members who are
engaged primarily in teaching, training or research in psychology.
582. Compensation and Expenses of Board Members. Each mem-
ber of the Board shall receive a per diem allowance, as provided in
the budget from time to time, for the time spent in the performance
of his official duties, and shall be reimbursed for all proper traveling
and incidental expenses in carrying out the provisions of this sub-
title.
583. Organization and Meetings of the Board. The Board shall
hold a regular annual meeting at which it shall select from its
members a chairman and a vice-chairman. Other regular meetings
shall be held at such times as the rules of the Board may provide.
Special meetings may be held at such times as may be deemed neces-
sary or advisable by the chairman, a majority of its members, or
upon request of the Governor. Reasonable notice of all meetings
shall be given in the manner prescribed by the Board. A quorum
of the Board shall consist of a majority of its members. The Secre-
tary of the Board shall be appointed by the Board; and the Board
may employ such other persons as it deems necessary or desirable
to carry out the provisions of this sub-title, all of whom shall re-
ceive such compensation as may be fixed in the Budget from time
to time. The Board shall adopt and employ an official seal.
584. Rules of the Board. In addition to the powers and duties
granted the Board by other provisions of this sub-title, the Board
may make all rules, which are reasonable necessary for the proper
performance of its duties and regulations of proceedings before it,
and which are not inconsistent with the Constitution and laws of
this State.
585. Annual Report of the Board. As soon as practicable after
the close of each fiscal year, the Board shall submit a report to the
Governor concerning the work of the Board during the preceding
fiscal year.
586. Code of Ethics. The Board shall adopt a Code of Ethics
for Psychologists in the State. The Code of Ethics shall take into
account the professional character of psychological services and
shall be designed to protect the interest of the public. In adoption
of the Code of Ethics, the Board shall announce and hold public
hearings on the subject, and shall take into account the Ethical
Standards of Psychologists promulgated by the American Psycho-
logical Association.
587. Removal of Board Members—Vacancies. The Governor may
remove any member of the Board for misconduct, incompetency or
neglect of duty after giving the member a written statement of the
charges and an opportunity to be heard thereon. Any vacancy in the
membership of the Board occurring otherwise than by expiration of
term shall be filled by the Governor for the unexpired term.
