members, tenure and duties, providing for the qualifications re-
quired by and the certification and registration of psychologists
in this State, and relating generally to the practice and application
of the principles, methods and procedures of the science and
profession of psychology within this State.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 577 and 604 603, inclusive, foe and they are hereby
added to Article 43 of the Annotated Code of Maryland (1951 Edi-
tion) , title "Health", to follow immediately after Section 576 thereof,
to be under the new sub-title "Psychologists' Certification Act", and
all to read as follows:
577. Short Title. This sub-title may be cited as the "Psychol-
ogists' Certification Act".
578. Definitions, (a) In this sub-title, unless the context other-
wise requires:
(b) "Board" means the State Board of Examiners of Psycholo-
gists provided for by this sub-title.
(c) A person "represents himself to be a psychologist" when he
holds himself out to the public by any title or description of services
representing himself as a psychologist which incorporates the words
"psychological", "psychologists", or "psychology", or when a person
describes himself as above and under such title or description offers
to render or renders services involving the application of principles,
methods and procedures of the science and profession of psychology
to individuals, corporations or the public for compensation, or other
personal gain.
579. Qualifications for psychologists. After December 81, 1957,
no individual shall represent himself as a psychologist within the
meaning of this sub-title other than those certified registered under
the provisions of this sub-title.
580. Board of Examiners—Appointment of Members—Terms.
The State Board of Examiners of Psychologists whose duty it is to
administer the provisions of this sub-title is hereby established. The
Board shall consist of five psychologists, who shall be appointed by
the Governor from a list of nominees presented by the Maryland
Psychological Association, Inc., with the advice and consent of the
Senate of Maryland. The members of the first Board shall be ap-
pointed within ninety days after July 1, 1957, to serve the following
terms: two members for one year, two members for two years and
one member for three years from July 1, 1957. Thereafter, at the
expiration of the term of each member, the Governor shall appoint
his successor for a term of three years. Before entering upon the
duties of his office, each member of the Board shall take the con-
stitutional oath of office and file it with the Secretary of State. Each
member of the Board first appointed under this sub-title shall be
issued a certificate of certification.
581. Qualifications of Members of Board. Each member of the
Board shall be a citizen of the United States, a resident of this
State, and certifiable under this sub-title, except that the members
comprising the Board as first appointed shall be persons who have
