of the ballot box, or of the judges of election of any precinct of Balti-
more City in which machines shall be used, immediately to send to
the Supervisors therefor, and to obtain the same as soon as practi-
cable, in order that the election may be duly held. The cost thereby
incurred shall be paid by the County Commissioners, County Council
or the Mayor and City Council of Baltimore City, as the case may be,
as part of the election expenses.

(d) General Provisions. The several Boards of Supervisors are
hereby respectively authorized and directed to make adequate pro-
vision for the performance of the duty imposed upon them by this
section, and the County Commissioners or County Council of the
several counties and the Mayor and City Council of Baltimore City
shall pay the expenses incurred in the performance thereof.

GENERAL PROVISIONS FOR POLLING PLACES

101.   Policing Polling Places. The judges of election and each of
them shall have authority to keep the peace and to cause any person
to be
arrested for any breach of the peace, or for any breach of the
election laws, or any interference with the progress of an election,
the canvass of the ballots or the ascertainment and transcription of
the votes recorded on the voting machines. It shall be the duty of all
officers of the law present to obey the order of any judge of election,
and an officer making an arrest by the direction of any judge shall
be protected in so doing as fully as if a warrant had been issued to
him to make such arrest.

102.   Hours of Voting. The polling places shall be opened by the
judges of election in the counties not earlier than 6:00 A. M. and not
later than 8:00 A. M., as may be determined by the respective county
Boards of Supervisors of Elections, and in Baltimore City they shall
be opened at 6 o'clock A. M. They shall be kept open until 7 o'clock
P. M. of the same day, when they shall be closed.

103. Challengers and Watchers. (a) Authorized. Each political
party or other body of voters having a candidate or candidates duly
nominated shall have the right to designate and keep a challenger
and watcher at each place of registration and election. Said persons
shall be assigned to such positions near the judges of election, inside
the registration or polling-room, as to enable them to see each person
as he offers to register or vote. They shall be protected in the dis-
charge of their duty by the judges of election and the police.

(b)   Certificate. A certificate signed by any candidate shall be
sufficient evidence of the right of such challenger and watcher to be
present in the registration or polling-room for a political party or
other body of voters having a candidate or candidates duly nominated.
In case any challenger or watcher does not produce such certificate,
the judges of election shall recognize a challenger or watcher vouched
for by the persons present belonging to such political party or by
the judge representing such party.

(c)   Rights. Such challenger or watcher shall have the right to
remain in the polling-room outside the rail hereinafter mentioned
from the time the polls are opened until they are closed. After that
time he shall be permitted to remain within the rail until the returns
are completed. It shall be unlawful for any such challenger to inquire
or ascertain for what candidate or candidates any voter may intend
