to vote or has voted, or to converse in the polling-room with any
voter or to assist him in the preparation of his ballot or in the
operation of a voting machine. Any challenger offering or attempting
to do so may lawfully be ejected by the judges and shall also be sub-
ject to the punishment hereinafter in this Article provided.
(d) Removal. A challenger or watcher may be removed at any
time by the same person who appointed him.
(e) Others. Citizens other than accredited challengers or watchers
who desire to challenge the vote of any person then inside the polling-
room shall be permitted to enter said room for that purpose, but a
majority of the judges may limit the number of persons to be allowed
in the polling-room at any one time for such purpose; and all such
persons shall leave the polling-room as soon as the right to vote of the
person challenged by them shall have been decided.
104. Record of Persons Voting. (a) Paper Ballots. Each clerk
of election in those precincts in which paper ballots are used shall
keep a poll-book containing a column headed "Number", and another
column headed "Name of Voter". All entries therein shall be made
in ink. The number and name of each person to whom a ballot is
given shall be entered on each of the poll-books by the clerk having
charge thereof, in regular succession under the proper heading, the
number of such voter being placed opposite his name in the proper
column. If the vote of any person whose name has thus been entered
on the poll-books shall be afterwards rejected by the judges, the
clerks shall thereupon draw a line through his name and number in
the said poll-book.
(b) Voting Machines. In Baltimore City when voting machines
are used, a registered voter offering to vote at any election, before
being admitted to the voting machine, shall identify himself by sign-
ing a voting authority card in the presence of the judges. The judge
in charge of the precinct registration files shall compare the signature
upon such card with the signature upon the registration card. If the
same are not identical, the applicant shall not be permitted to vote
unless the majority of the judges are of the opinion that he is the
same person whose name appears upon the registration card. If the
entry "Cannot Write" appears upon the registration card, then the
applicant shall state his age, which shall be compared with the age
stated upon the registration card; or the applicant shall identify
himself or herself by such other means as are referred to upon the
registration card. If, upon comparison of the signature or other
identification, it is found that the applicant is entitled to vote, then
the judge having charge of the application lists shall approve the
voting authority card and write his initials thereon. The number of
voting authority cards furnished to the judges shall exceed by ten
per centum the number of registered voters in the precinct. Each
voting authority card shall be numbered, and they shall be handed to
the applicants in numerical order, as such applicants shall appear
and offer to vote. There shall be noted by one of the judges upon the
precinct registration card of each voter who shall vote at any election,
the date of such election. In the counties when voting machines are
used, voters' certificates shall be issued as provided in Section 126 (f)
of this Article.
