BALLOT BOXES
99. Construction of Ballot Boxes. All ballot boxes shall be con-
structed as follows: Each box shall be one foot outside measure, as
near as may be in width and length, and eighteen inches in depth.
It shall be strapped and secured on each edge and corner with brass
mouldings, securely braced or soldered together at the junctions
thereof, to prevent it from being easily broken. It shall have a strong
wooden lid, which shall be fastened to the box with brass or iron
hinges, not accessible from the outside, and shall have a good lock.
There shall be a slit in the lid just large enough to admit a single
folded ballot at one time, and the sides and bottom of the box shall
be of clear plate glass not less than one-eighth of an inch in thickness.
Each such box, when not in actual use at a polling place, shall be
kept in a wooden case for the protection of the same and its contents
in the transportation and storage thereof.
ELECTION SUPPLIES
100. Distribution of Election Supplies. (a) Baltimore City. The
Supervisors of Elections of Baltimore City shall deliver to the Police
Commissioner of Baltimore City, not more than three days and not
less than one day preceding the election, the binders containing the
precinct cards of every precinct of said city, together with the cards
of instruction therefor, and the ballot box for each precinct in which
paper ballots shall be used, the latter being locked, with the key in
the lock, and containing the package of ballots for said precinct, and
the specimen ballots, the specimen ballot labels for the precincts in
which voting machines shall be used, and all blanks, indelible pencils,
stationery and other equipment and supplies required for such elec-
tion. The said Police Commissioner shall give a receipt therefor,
and shall deliver or cause the same to be delivered to the judges of
election of the respective precincts at or before the opening of the
polls on the day of election. Said Board of Supervisors shall keep a
record of the time when such deliveries are made by them and of
the particulars thereof.
(b) Counties. The Supervisors of Elections of the several counties,
not more than three days prior to every election and not less than
one, shall make up into sealed packages for each precinct the two
registers or the binders containing the precinct cards for said pre-
cinct, together with the cards of instruction and the key of the
ballot box for each precinct in which paper ballots shall be used,
having first placed in the ballot box the ballots for said precinct, the
specimen ballots, the two poll books, the specimen ballot labels for
precincts in which voting machines shall be used, and all blanks,
indelible pencils, stationery and other equipment and supplies re-
quired for such elections. They shall deliver or cause the same to be
delivered to the judges of election of the respective precincts at or
before the end of the day preceding the day of election. They shall
also cause the voting machines to be delivered at the polling places in
which such machines are to be used at least one hour before the time
set for opening the polls.
(c) Failure of Delivery. Should any such Board of Supervisors
fail or neglect to make the delivery by the time prescribed by this sec-
tion, it shall be the duty of the judge designated beforehand by the
Supervisors, as provided in Section 117 of this Article to take charge
