and questions thereon, shall be prepared by the Supervisors of Elec-
tions and made available for inspection by any candidate whose name
shall appear thereon or the official representative of any political
party having a candidate on such ballot.
96. Sample Ballots. The Boards of Supervisors of Elections at
least ten days prior to the day of any election in their respective
counties and in Baltimore City, shall have accurate sample copies of
the ballots to be used therein, posted conspicuously and securely in
one or more public places in each voting precinct of their respective
counties or of said city in which paper ballots shall be used. The
sample copies shall be printed on light cardboard or heavy sized paper
of dimensions and type of the same size as that used in printing the
official ballots. At least one of them shall be placed upon the exterior
of each building in which the polls will be held, so that the same can
be readily seen and examined by persons passing on the street or road.
97. Number of Ballots. The Supervisors of Elections shall provide
for each election precinct in the several counties and in the City of
Baltimore in which paper ballots shall be used, a package of ballots
containing at least as many ballots as there are voters shown by the
last preceding registration in said precinct. They shall cause such
package to be sealed and clearly marked on the outside of its wrapper
with the name of the precinct or polling place for which it is intended
and the number of ballots enclosed.
98. Surplus Ballots. (a) Number. The Supervisors of Elections
shall also cause to be printed a surplus number of ballots equal to
ten per centum of the total number of voters as shown by registry
books in those precincts of any county, Congressional, legislative or
councilmanic or other district in which paper ballots shall be used.
Said surplus ballots in the counties shall be retained by the Super-
visors of Elections. In Baltimore City, they shall be delivered to the
Police Commissioner of Baltimore City.
(b) Distribution. It shall be the duty of the Supervisors of Elections
and the Police Commissioner to have said surplus ballots on the day
of election in their charge, or that of an officer designated by them,
and to supply them to any judges of election who shall then make
requisition therefor in writing, stating their first supply of ballots
has been exhausted or that for any cause the additional ballots are
needed. The Police Commissioner shall give a receipt for all surplus
ballots delivered to him and shall keep a record of all such surplus
ballots delivered by him to the judges of election. On the day after
election he shall return all ballots not so delivered to the Board of
Supervisors of Elections of Baltimore City. The Board of Super-
visors of Elections of the several counties shall, in like manner, keep
a record of the time when such deliveries are made by them and of
the particulars thereof.
(c) Destruction. All surplus ballots shall be destroyed within ten
days after the election, unless the destruction thereof be stayed by
an order of Court pending a contest. The several Boards of Super-
visors shall keep a record of the number of ballots printed in their
respective counties or city, and shall preserve the same for at least
six months after the election for which it was made. The Board shall
certify the number of ballots so destroyed to the clerk of the Circuit
Court of their respective county as soon as the ballots are destroyed.
