65.    Expenses of Primary Elections. The expenses of holding
primary elections shall be paid in each county by the County Com-
missioners or County Council thereof, and in Baltimore City
by the Mayor and City Council.

NOMINATION BY PRIMARY MEETING

66.    Primary Meeting Defined. A primary meeting within the
meaning of this Article is an organized assemblage of delegates or
voters, registered under this Article as members of a particular party
whose highest candidate at any election held within two years next
preceding the holding of such meeting polled more than, one per
centum and less than ten per centum of the entire vote cast in the
State, county or other division or district for which the nomination
is made. Candidates of such a party for public office may be nomi-
nated by a primary meeting as thus defined.

NOMINATION BY PETITION

67.   Nomination by Petition. (a) Candidates. A candidate for
any public office who is not a candidate of a party whose nominee
must be nominated by primary election or may be nominated by
primary meeting may be nominated by petition, as in this section
provided.

(b)  Petition. A certificate of nomination containing the name of
a candidate for office shall be filed as specified in Section 55 with such
information as is required to be given in the certificate provided for
in Section 60 of this Article, with the additional statement that the
persons signing the same intend to vote for the person nominated
thereby. Said petition shall be signed by not less than 5,000 voters
when the nomination is for an office to be filled by an election partic-
ipated in by the voters of the entire State; not less than 1,500 when
the nomination is for an office to be filled by an election to be
participated in by the voters of an entire Congressional district or of
the City of Baltimore; not less than 750 when the nomination is for
an office to be filled by an election to be participated in by the voters
of any legislative district of Baltimore City, Allegany County, Anne
Arundel County, Baltimore County, Frederick County, Harford
County, Howard County, Montgomery County, Prince George's
County and Washington County; and not less than 500 for nominee
tions for all other elections. The petition for nomination shall be
filed at least fifteen days prior to the date set by law for the primary
election.

(c)  Form. The said signatures need not all be appended to one
paper, but if the signatures be appended to more than one paper all
such papers must be fastened together and filed as one certificate.
Each signer shall append to his signature his residence, and the
precinct or district where he is registered as a voter, and immediately
below the signature of any such signer there shall be either printed or
typed the name of such signer. Every such paper shall be ac-
companied by an affidavit or affidavits made before a justice of the
peace, notary public or other officer authorized to take oaths under
the laws of this State, by one or more persons known personally to
the justice, notary public or other officer, and so certified by him
and signed by the affiants, to the effect that the signers are known to
such affiant or affiants to be registered voters of the district or
