The said ballots shall be distributed as follows: Ballots at least
equal to the number of voters of the respective political parties
shall be sent to the judges and clerks of election for use on primary
election day. The surplus ballots in the counties shall be retained
by the Supervisors of Elections or by an official designated by them,
who shall deliver said surplus ballots to any judge of election who
shall make requisition therefor in writing, stating that the first
supply of ballots has been exhausted or that for any cause additional
ballots are needed. In Baltimore City the said surplus ballots shall
be delivered by the Supervisors of Elections to the Police Commis-
sioner, and they shall be retained in his charge or that of an officer
designated by him, who shall supply them to any judge of election
for use on election day as above provided.

(d) Exception. The provisions of this section concerning paper
ballots shall not apply in polling places where voting machines are
used.

64. Conduct of Primary Elections. (a) Provisions. Primary elec-
tions shall be held and conducted and determined in the manner and
form provided by this Article for general elections and subject to
all regulations, requirements and provisions as prescribed by this
Article for general elections, insofar as the same is or may be
applicable to said primary elections, except as may be herein other"
wise provided.

(b)  Canvass. The ballots in such cases shall be cast, counted and
canvassed, and the result of the election announced and certified as
now provided in this Article for general elections held hereunder.

(c)  Contests. The provisions of the general election law govern-
ing election contests are hereby expressly declared to be applicable
to such primary elections.

(d)  One Set of Candidates. If after the expiration of the time
allowed by this sub-title for candidates for public office, delegates to
conventions, members of State or local central committees to qualify
for the purpose of having their names placed upon the official
primary election ballot in any legislative district of Baltimore City
or in any county of the State, it shall appear that only one set of
candidates of any such political party have so qualified, then and
in that event, certificates of nomination or selection shall be issued
to the candidates so qualified in a similar manner to that herein
provided for successful candidates at primary elections, and no
such primary election shall be held for such political party.

(e)   One Candidate. Whenever only one candidate of any such
political party for such public office or position has so qualified to
have his name so placed upon the official primary election ballot at
the expiration of the time allowed, a certificate of nomination or
selection shall in like manner be issued to him forthwith. His name
and the name of the position for which he is a candidate shall be
omitted from the said official ballot, so that the official ballot of
such political party shall contain only the names of such candidates
for positions, offices, or delegates where there are qualified con-
testants for such positions.

(f)  Write-in Prohibited. There shall be no names of candidates
written in at primary elections.
