(c) Local Offices. For all other nominations to public office certifi-
cates of nomination shall be filed with the Supervisors of Elections
of the respective counties or of Baltimore City, wherein the offices
are to be filled by the voters.

56.   When Filed. (a) Generally. Certificates of candidacy shall
be filed not later than midnight on the Monday which is ten weeks
or seventy days before the day on which the primary election should
be held under the primary election law.

(b)  Baltimore City. In Baltimore City in years of municipal elec-
tions, all certificates must be filed and payments made by all candi-
dates for nomination not later than midnight of the day which is
ten weeks or seventy days prior to the day on which the primary
election should be held.
IF THIS DATE SHOULD OCCUR ON
DECEMBER 24 OR DECEMBER 31, THE NOMINATIONS MUST
BE FILED NOT LATER THAN THE NEXT REGULAR BUSI-
NESS DAY.

(c)  Vacancy. In case of any vacancy which may exist in respect
to any office or delegates to convention, by reason of there being
no candidate of a political party to file for the same in any such
primary election, such vacancy shall be filled by the State Central
Committee, or governing body, of the political party for the State
for any officer elected by the voters of more than one county or Balti-
more City; in all other instances the vacancy shall be filled by the
State Central Committee of the political sub-division. The certificates
of nomination shall be filed by said committees, or governing body,
with the Secretary of State or the Board of Supervisors of Elections,
as the case may be, not later than fifteen days before the day on
which the primary should be held under the primary election law.

(d)  Exceptions. The provisions of this section shall not apply to
the filling of vacancies, as specified in Section 74 hereof, nor to
special elections held to fill vacancies in office caused by death,
resignation or otherwise.

57.  Filing Fees. (a) General Provisions. Each candidate for nomi-
nation to public office at a primary election shall pay the sum of
Twenty-five Dollars ($25) for each county or legislative district of
Baltimore City in which his name appears upon the ballot. In any
county where the salary of the office for which nomination is sought
is Three Hundred Dollars ($300) or less, such payment shall be Ten
Dollars ($10). All such payments shall be made to the person with
whom the certificate is filed. In Baltimore City, and Montgomery
County at
AT a primary election each candidate for election as a dele-
gate to the State Convention or as a member of the State Central Com-
mittee, executive committee of any party or other party committee,
shall pay the sum of Ten Dollars ($10.00) upon filing his certificate
with the Board of Supervisors of Elections.

(b)  State-wide Offices. Candidates for Governor, the United States
Senate, Comptroller, and Attorney General, upon filing their respec-
tive certificates with the Secretary of State, shall each pay to him
the sum of Two Hundred and Ninety Dollars ($290).

(c) House of Representatives. Candidates for the House of Repre-
sentatives of the Congress of the United States shall each pay to the
