effective, to prescribe the style, color, quality and dimensions of all
forms, cards, and records required for the permanent registration
of voters as herein provided; and to prescribe the requirements of
the cabinets, binders and other equipment needed for filing the
original and duplicate registration cards. No particular design or
make shall be prescribed for such cabinets, binders or other equip-
ment. Such registration forms or cards shall consist of an equal
number of original cards or loose-leaf pages of one color, and dupli-
cate cards or loose-leaf pages of another color, of a size adequate
to contain the information required for books of registry, as specified
hereinabove in this Article. Provision shall be made on said cards
or loose-leaf pages for recording the fact that registered voters have
or have not voted at each general, special, or primary election; and
space shall be provided for such recording for a period of not less than
twelve years. The fact of voting shall be indicated by writing the
letter "V" in the proper space. Provision shall also be made on such
cards or loose-leaf pages for showing subsequent changes of address
or party affiliation.

38. Right of Registration. (a) Days. In the political sub-divisions
in which this sub-title is effective, persons qualified to register,
transfer, affiliate or change their party affiliation may do so at the
office of the Board of Supervisors of Elections at any time the office
is open, subject to the exception that no person may register, transfer
or affiliate within the thirty days preceding and the ten days follow-
ing a primary or special election; nor may he register, transfer or
affiliate within the forty-two days preceding and the fifteen days
following a general election; and, no person may change his party
affiliation during the six months preceding and the ten days follow-
ing a primary election. No person may change his party affiliation
with
WITHIN the forty-two days preceding and the fifteen days
following a general or special election.

(b) Special Hours. (1) Baltimore City. The Supervisors of Elec-
tions in Baltimore City may prescribe the hours during which their
office shall be open for registration, transfer, affiliation or change of
party affiliation; but unless the said Supervisors by unanimous
vote decide otherwise, the office shall be open for such purposes on
each Thursday and Friday on which persons may register, transfer,
affiliate or change their party affiliation, during the hours from nine
o'clock A.M. until nine o'clock P.M.

(2)  Allegany County. In election years, within a reasonable time
prior to the closing of the registration books for primary and general
elections, said registrars shall sit for four days in each, at some con-
venient location, during the hours of 1 to 5 P.M. and 6 to 8 P.M., in
the towns of Frostburg, Lonaconing, Westernport and Mount Savage,
and at such other locations and for such hours as the Board of
Supervisors of Elections may determine.

(3)  Prince George's County. On the fifth Tuesday preceding any
primary election, and on the Tuesdays eight and seven weeks, re-
spectively, preceding any general election, the Supervisors of Elec-
tions in Prince George's County shall provide for the registration of
voters and change of party affiliations and removals at places de-
signated by the Board in each of the precincts of said County. In
addition, the Supervisors of Elections for Prince George's County
shall provide for the registration of voters, at such places as may be
