PERMANENT REGISTRATION

35.   Applicability of This Sub-title. (a) Counties Listed. A system
of permanent registration as provided in this sub-title shall apply
and be followed in Baltimore City and in Allegany, Anne Arundel,
Dorchester, Frederick, Montgomery, Prince George's and Washing-
ton Counties. The laws as to registration of voters elsewhere in this
Article shall not apply in such political sub-divisions, except as spe-
cifically provided otherwise.

(b) Other Counties Authorized. Any other county in the State
may elect to be governed by this sub-title, when such action is recom-
mended by the Board of Election Supervisors and approved by the
County Commissioners or County Council thereof. In such event the
Board of Supervisors either shall cause the names of all persons then
registered on the registration books to be transcribed on the forms or
cards provided for the permanent registration of voters, as in this
sub-title specified; or, in the discretion of said board, the voters in
such county shall execute such registration forms or cards at the
office of the board of registry or such other places as may be estab-
lished. The registration of voters in said county shall thereafter be
governed by the provisions of this sub-title, and not by any other
laws in this Article except as specifically provided otherwise.

36.   Form of Permanent Registration. (a) Records. The registra-
tion of voters shall be conducted as heretofore prescribed for regis-
tration books, except that cards or loose-leaf pages shall be used
instead of books. When such cards or loose-leaf pages have been
duly filled out, and both the original and duplicate registration forms
have been signed by the applicant for registration and returned to
the Board of Supervisors of Elections, the said original and duplicate
forms shall be filed in different filing cases or loose-leaf binders. The
original forms shall be arranged by precincts in alphabetical order
and shall constitute the precinct register for use in polling places on
election days. The duplicate forms shall be arranged for the entire
city or county, as the case may be, in alphabetical order, and shall
constitute the permanent office record of the Board; they shall not
be open to public inspection except in the presence of a clerk of the
Board, nor shall they be removed from the office of the Board except
on order of Court. The registration records shall be open to public
inspection under reasonable regulations at all times when the office
of the Board is open for business; except that during the thirty-five
days preceding and the ten days following an election such records
shall not be so opened to public inspection except upon the special
order of the Board.

(b) Binders. The binders containing the precinct registers shall
be securely locked and the keys safely kept by the Supervisors of
Elections. The cabinets containing the duplicate forms shall be
securely locked, and neither the binders nor the cabinets shall be
unlocked except by a clerk or other employee of the Board of Super-
visors upon the authorization of said Board.

37.  Forms and Cards. It shall be the duty of the Boards of Election
