(a)  General Provisions. A Class D beer, wine and liquor license
shall be issued by the clerk of the circuit court of the county in which
the place of business is located, or by the clerk of the court of
common pleas in Baltimore City, if the place of business is located
in said city. It shall authorize the holder thereof to keep for sale
and sell all alcoholic beverages at retail at the place therein de-
scribed, for consumption on the premises or elsewhere, except in
Kent County where consumption of wine and liquor shall be on the
premises only. No such license shall be issued for any drug store.
The annual fee for such a license shall be five hundred dollars
($500.00), except as hereinafter provided, and shall be payable to
the said clerk before any license is issued, for distribution as here-
inafter provided.

67. Procedure, (a) Generally. The Comptroller, the Board of
License Commissioners for any County or Baltimore City, or State
Appeal Board, as the case may be, may on its own initiative or upon
the written complaint of ten or more citizens, residents, real estate
owners and voters of the precinct in which any licensed place of
business is situated or upon the complaint of any deputy or inspector
employed by the Comptroller in the administration of this law, or
any peace officer, after a hearing upon charges to be framed by the
officer, Board or State Appeal Board, or upon such complaint, notice
of which shall be given to the licensee at least ten days before such
hearing, revoke or suspend any license issued under the provisions
of this Article. Nothing contained in this section shall prevent the
immediate suspension of any license by the Comptroller as herein-
before provided, nor in Kent County, the remedies provided in Section
149(ee).

(d) Class D (On Sale—Generally). The hours during which the
privileges conferred by a Class D Beer License may be exercised
shall be from 6 o'clock A. M. to 12 o'clock midnight. Provided that
(1) in Garrett County the hours shall be from 7 o'clock A. M. to
12 o'clock midnight, (2) in Howard County and Kent County the
hours shall be from 6 o'clock A. M. to 1 o'clock A. M.

(b)  Class B (On Sale—Hotels and Restaurants). The hours dur-
ing which the privileges conferred by a Class B beer, wine and
liquor license may be exercised shall be from 6 o'clock A. M. to
2 o'clock A. M. on the day following. Provided, that (1) in Annapolis
the hours shall be as fixed by the Mayor, Counsellor and Aldermen
of the City of Annapolis, and (2) in Cecil County the hours for hotels
shall be from 7 o'clock A. M. to 12 o'clock midnight, and in Kent
County the hours shall be from 6 o'clock A. M. to 1 o'clock A. M.

(c)  Class C (On Sale—Clubs). The hours during which the privi-
leges conferred by a Class C beer, wine and liquor license may be
exercised shall be from 6 o'clock A. M. to 2 o'clock A. M. the day
following. Provided, that in Annapolis, the hours shall be as fixed
by the Mayor, Counsellor and Aldermen of Annapolis, and in Kent
County the hours shall be from 6 o'clock A. M. to 1 o'clock A. M.

(d)   Class D (On Sale—Taverns). The hours during which the
privileges conferred by a Class D beer, wine and liquor license may
