and 149 (ee) of Article 2B of the Annotated Code of Maryland
(1951 Edition and 1956 Supplement), title "Alcoholic Beverages,"
sub-titles "Beer and Light Wine Licenses," "Revocation and Sus-
pension of Licenses," "Hours and Days of Sale," "Restrictions,"
and "Boards of License Commissioners," and to add new Section
63 (c) to said Article, sub-title "Procedure for Issue of License";
providing generally for hours, licensing, consumption, sale and
violations of and for alcoholic beverages in Kent County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 19 (a), 20, 21 (a), 67 (a), 80 (d), 82 (b), (c), (d),
83 (bb-1), 97, 115 (b), and 149 (ee) of Article 2B of the Annotated
Code of Maryland (1951 Edition and 1956 Supplement), title "Al-
coholic Beverages", sub-titles "Beer and Light Wine Licenses",
"Revocation and Suspension of Licenses," "Hours and Days for Sale,"
"Restrictions," and Boards of License Commissioners," be and the
same are hereby repealed and re-enacted with amendments and
that new Section 63 (c) be and the same is hereby added to said
Article, sub-title "Procedure for Issue of License," all to read as
follows:

19.    Beer, Wine and Liquor Licenses, Class B (on Sale)—Hotels
and Restaurants.

(a) General Provisions. A Class B beer, wine and liquor license
shall be issued by the clerk of the circuit court of the county in which
the place of business is located, or by the clerk of the court of
common pleas for Baltimore City, if the place of business is located
in said City, and shall authorize the holder thereof to keep for sale
and sell all alcoholic beverages at retail at any hotel or restaurant
at the place therein described, for consumption on the premises or
elsewhere, except in Kent County where consumption of wine and
liquor
shall be on the premises only. The annual fee for such a
license shall be seven hundred and fifty dollars ($750.00), except as
hereinafter provided, and shall be payable to said clerk, before any
such license is [ussued] issued, for distribution as hereinafter
provided.

20.   (A) (GENERAL PROVISIONS.) A CLASS C BEER, WINE
AND LIQUOR LICENSE SHALL BE ISSUED BY THE CLERK
OF THE CIRCUIT COURT OF THE COUNTY IN WHICH THE
PLACE OF BUSINESS IS LOCATED, OR BY THE CLERK OF
THE COURT OF COMMON PLEAS FOR BALTIMORE CITY, IF
THE PLACE OF BUSINESS IS LOCATED IN SAID CITY, AND
SHALL AUTHORIZE THE HOLDER THEREOF TO KEEP FOR
SALE AND SELL ALL ALCOHOLIC BEVERAGES AT RETAIL
AT ANY CLUB, AT THE PLACE THEREIN DESCRIBED, FOR
CONSUMPTION ON THE PREMISES ONLY; EXCEPT IN KENT
COUNTY WHERE BEER MAY BE SOLD FOR CONSUMPTION
OFF THE PREMISES. THE ANNUAL FEE FOR SUCH A LI-
CENSE SHALL BE TWO HUNDRED AND FIFTY DOLLARS
($250.00), AND SHALL BE PAYABLE TO SUCH CLERK, BE-
FORE ANY SUCH LICENSE IS ISSUED, FOR DISTRIBUTION
AS HEREINAFTER PROVIDED.

21.    Beer, Wine and Liquor Licenses, Class D (on Sale)—Taverns,
