CHAP. XVIII.
An Act to repeal an act, entitled, A Supplement to an act, entitled, An act for the
better protection of Slave holders in the several Counties therein mentioned, so
far as relates to Talbot and Dorchester Counties.
Be it enacted, by the General Assembly of Maryland, That an act
of assembly passed at the December session of eighteen hundred
and eighteen, entitled, A supplement to an act, entitled, An act
for the better protection of slave-holders in the several counties
therein mentioned, be and the same is hereby repealed, so far as
relates to Talbot and Dorchester counties.

CHAP. XIX.
An Act authorising Solomon Kirwan, late Sheriff and Collector of Dorchester
County, to complete his Collection's.
1. Be it enacted, by the General Assembly of Maryland, That the
said Solomon Kit-wan be and he is hereby authorised and empower-
ed, to collect until the first day of December eighteen hundred and
twenty, all balances due him as sheriff and collector of Dorchester
county, for the year eighteen hundred seventeen and eighteen,
in the same manner as he could or might have done within the time
limited by law, any law to the. contrary notwithstanding.
2. And be it enacted, That it shall be the duty of the said Solo-
mon Kirwan, before he proceeds to execute or distrain the proper-
ty of any person or persons for taxes or public dues in virtue of
this act, to deliver such person or persons chargeable with the
same, at least thirty days previous to levying such execution or
distress, an account, written in words at full length, of the taxes
or public dues demanded of him or her or them, with an affidavit
annexed, if required, that he hath not received any part thereof,
nor any tiling as satisfaction or security for the same, more than
credit given, to the best of his knowledge.
3. And be it enacted, That the said Solomon Kirwan before he
derives any benefit from or under this act, shall lodge his collection
books in the clerk's office of Dorchester county, to be open for the
inspection of all persons interested in the same, for the period of thir-
ty days.

CHAP. XX.
An Act, entitled, An act to encourage the building of Morse-Mills and Wind-
Mills, in Dorchester and St Mary's Counties.
1. Be it enacted, by the General Assembly of Maryland, That from
and after the passage of this act, any master, owner, miller, or
other person, properly belonging to or otherwise owning any. horse-
mill or wind-mill in said counties, be and is hereby authorised to
ask, demand and receive, for grinding any quantity of corn or
rye, by him or them so ground as aforesaid, the sixth part, and shall
not receive, ask or demand, any toll more than is hereby allowed
by this act, under the penalty of twenty dollars for every such of-
fence, one, half to the use of the state, and the other half to him or
them that shall inform or sue for the same, to be recovered in the
counties aforesaid, by action of debt, before any justice of the
peace, in the same manner as is prescribed by law for the recove-
ry of small debts out of court.
