No. 66.
Resolved, That Henry Steiner, Stephen Steiner, and Lewis Green, be
and they are hereby authorised, under the direction of the governor and coun-
cil, to cause to be fitted up one of the looms in the east wing of the public
barracks in Frederick-town, for the reception and sate keeping of the field-
pieces of the artillery company in said town; and to have the carriages of said
field-pieces repaired, and that the expense of fitting up said room, and of such
repairs, be paid by the treasurer of the western shore, upon the order of the
persons, or a majority of them, herein before named.

Resolved, That the resolution of November session, eighteen hundred and
thirteen, authorising the treasurer of the western shore to negotiate a loan not
exceeding one hundred and fifty thousand dollars, and also the resolution of
December session, eighteen hundred and fourteen, authorising the same officer
to negotiate a loan not exceeding three hundred and fifty thousand dollars, be
and the same are hereby repealed.
Resolved, That the treasurer of the western shore be and he is hereby au-
thorised and empowered, to negotiate a loan not exceeding twenty thousand dol-
lars, on such terms, and at such periods, as the governor and council shall
approve, and the faith of the stale is hereby pledged for the repayment of the
principal and interest thereof.

No. 68.
Whereas, the encouragement given to negroes running away from their
owners in this state, and the harbouring the same by sundry citizens of the
commonwealth of Pennsylvania, and stale of Delaware, has become a serious
inconvenience to the owners of slaves; Therefore,
Be it Resolved by the General Assembly of Maryland, That the encourage-
ment given to, and the harbouring and employing of, runaway negroes from this
state, by sundry citizens of the commonwealth of Pennsylvania, and state of
Delaware, has increased to such a degree, and the inconvenience arising there-
from to the good people of this state has become so great, as to make longer
silence on this subject on the part of the general assembly of Maryland im-
proper.
Resolved, That the governor be authorised and required to transmit a copy
of the foregoing resolution to the executive of the commonwealth of Pennsyl-
vania, and the executive of the state of Delaware, with a request that they will
lay the same before their respective legislatures, in order that they may inter-
pose their authority, and make such provisions to prevent the evil thus com-
plained of, as their wisdom and justice shall dictate.

No 69.
Resolved, That the executive be and they are hereby directed, to forward
to the clerks of the several counties in this state, three copies of chancellor Kil-
ty's compilation of the British Statutes, for the use of the said counties.
Resolved, That George Shaw be and he is hereby authorised and empow-
ered, to make sale of the remaining number of volumes of chancellor Kilty's
compilation of the British Statutes, together with the copy right belonging to the
state of Maryland; and the said George Shaw, before he proceeds to make
sale of any of the said books, give bond for the faithful performance of his duty,
to the state of Maryland, with security to be approved of by the governor and
council, which bond shall be lodged in the treasury of the western shore; and
the said George Shaw shall, alter his having given the said bond, proceed to dis-
pose of the said books, either by wholesale or retail, for such sum or sums as
may be obtained for the same, and when a sale is made of the whole, or any part
thereof, he shall pay the amount of sales into the treasury, making a deduction
often per cent, for his services.

No 70.
Resolved, That the governor and council be and they are hereby authoris-
ed, to direct the register of the chancery office to cause such record books as
are in a state of decay, belonging to the chancery office, to be secured by re-
pairing or rebinding them, and that they draw on the treasurer for such sum or
sums of money as may be necessary to carry this resolution into effect, and
that the treasurer pay the same out of any unappropriated money in the treasu-
ry.
