4. And be it enacted, That it shall be the duty of the commis-
sioners aforesaid, or a majority of them, to cause plots and cer-
tificates of said roads, and a landing place, to be made, and re-
turn the same to the levy court of Harford county, at their first
sitting thereafter; whereupon it shall and may be lawful for the
levy court of said county, to levy upon the assessable property
of said county, a sum of money such as they may deem necessa-
ry, and to appoint overseers to open and clear said roads, agree-
ably to the plots and certificates aforesaid; and the said roads,
when opened and cleared as aforesaid, (and the landing place so
laid out as aforesaid) shall be, and the same is hereby declared
to be, for ever thereafter, public roads, (and landing place,) and
shall be kept in repair as other public roads in said county.
5. And be it enacted, That the said commissioners, or a majori-
ty of them, shall value and ascertain the damages that may ho
sustained by each and every person through whose lauds the said
roads may pass, by opening the same, and by opening the land-
ing place, taking into estimation the advantages and disad-
vantages, if any; and the damages so ascertained, shall be le-
vied and assessed as other county charges are, and shall be paid
over to the persons respectively through whose lands the said
roads may pass, and by opening the said landing place; Provided,
that no money shall be levied or assessed for the purpose of dis-
charging the damages aforesaid, until the said roads and land-
ing place are opened and cleared agreeably to the directions of
this act.
6. And be it enacted, That the said commissioners, before they
proceed to act, shall take an oath, or affirmation, (as the case
may be) before some justice of the peace, that they will, without
favour, partiality or prejudice, assess the damages sustained by
the persons through whose land the said roads may pass, or the
said landing place opened on.
7. And be it enacted, That the said commissioners shall be en-
titled to receive a compensation for their attendance and services,
in discharge of their duties of this act, not exceeding two dollars
per day, to be ascertained by the levy court, which is hereby di-
rected to be levied, collected and paid, as other County charges
are levied, collected and paid.

CHAPTER 209.

An act to enlarge the Bounds of Baltimore City.
Sec. 1. Be it enacted by the General Assembly of Maryland,
That the precincts of Baltimore city, and all that part of Baltimore
county which is included in the following metes and bounds, shall
be, and are hereby annexed to, and make part of, the city
of Baltimore: that is to say, Bounded on the north by a line
drawn parallel with Baltimore-street in the, said city, through
a point one mile and an half due north from the centre of
Baltimore and Calvert-streets in the said city, and extend-
ing eastwardly seven hundred perches from the said point to
a public road passing from the Philadelphia post road, by
the dwellings of Amos Loney, Thomas Worthington, and
others, and westwardly six hundred and forty perches from
the same point, on the east, by a line binding on the cast
