. 12. AND BE IT ENACTED, That whenever it shall be
judged necessary by the said commissioners to assess and levy
any sum or sums of money on the inhabitants and owners of
property in the said town and precincts, for any of the purpos-
es, and subject to the provisions herein before mentioned, the
said commissioners shall make out a fair and alphabetical list
of every person chargable with such assessment, and shall an-
nex the respective sums to be collected from each person, and
the said commissioners shall thereupon endorse a warrant in.
the nature of a fi. fa. and directed to the bailiff of said
town, commanding him to make and levy the several sums of
money annexed to the said list, with all convenient speed, and
to enforce the collection thereof, if necessary, by the seizure
and sale of the goods and chattels of any person who shall re-
fuse or delay to make payment of such assessment; and the said
bailiff, within the. space of ten days after receiving any such list
of assessment, shall furnish every person so chargable with the
amount of his or her assessment, and the same shall be payable
to the said bailiff by every such person, within the term of
twenty days after rendering such account, and if not then paid,
it shall be lawful for the bailiff, and he is hereby required, to
proceed to the collection thereof, if necessary, by seizure and
sale of the goods and chattels of every person refusing or de-
laying to pay such assessment; and the said bailiff shall account
for the amount of such assessment, with the said commission-
ers, at or before the end of two months after the receipts of
such list or assessment, and pay the sums collected under the
penalty of double the amount thereof,
13. AND BE IT ENACTED, That the several penalties
and forfeitures which may be incurred by any person in virtue
of this act, shall be recovered before any justice of the peace of
the said county, upon the complaint and oath, or affirmation,
of one competent and credible witness; and the fees to the bailiff
shall be the same as are or may be allowed by law to constables
for like services, and the said penalties and forfeitures, and all
monies arising by virtue of this act, shall be accounted for by
the officer or person collecting or receiving the same, to the
said commissioners, and be applied by them to such purposes
as may improve or concern the regulations of the said town.
14. AND BE IT ENACTED, That the said commission-
ers shall have full power and authority to appoint a supervisor
of the streets, lanes and alleys of the said town and precincts,
and may order and direct in what manner the said streets, lanes
and alleys, shall be kept up and repaired, and may allow such
supervisor such compensation for his services as they may deem
reasonable; and the inhabitants of the said town and precincts,
shall not be compelled to do any labour or repairs on the public
roads of said county, beyond the limits of said town and pre-
cincts, or to pay any sum or sums of money for keeping the
same in repair.
15. AND BE IT ENACTED, That the eastern precincts
of the said town shall contain all those lots or parcels of ground
which are embraced by the line extending from Bombay Hook
Bridge along the back of Disharoon's, Doctor Jones's, Col.
Handy's, and the lot at present occupied by Israel Planter, to
the county road leading to Snow Hill; that the southern pre-
cincts of the said town shall contain all those lots or parcels of
