November session eighteen hundred and twelve, entitled, an
act to incorporate a company to make a turnpike road from the
District of Columbia to the city of Baltimore; to he governed
by the same regulations as are therein prescribed, and to be en-
titled to the same tolls; and every clause and provision of said
act relative to the road therein proposed to be made, so far as
the same are applicable and not inconsistent with this act.
9. AND BE IT ENACTED, That it shall be lawful for
any corporation or body politic in the United States to become
stockholders in said company
10. AND BE IT ENACTED, That if said company do
not proceed to carry on said work within two years after the
passing of this act, or shall not within ten years thereafter
complete the said road, it shall be lawful for the legislature of
this state to resume the rights, privileges, liberties and franchi-
ses, granted by this act to said company.
11. AND BE IT ENACTED, That the county court of
Frederick county shall appoint five commissioners, who shall
estimate the amount of damages sustained by any person or
persons by reason of said road passing through his, her, or
their land, or by taking stone, gravel or other materials for the
use of said road, in cases where the parties cannot agree,
which estimate shall be final in determining such damages.
12. AND BE IT ENACTED, That no toll gate shall be
put up within one mile of New-Windsor or within one mile of
Westminster.

CHAPTER 59.

An act to lay out and open a road in Harford County.
Sec. 1. BE IT ENACTED by the General Assembly of
Maryland, That Richard Hope, Daniel Thompson and James
St. Clair be, and they are hereby appointed commissioners, and
they or a majority of them are hereby authorised and empow-
ered, to lay out and open a road not exceeding thirty feet in
width, to commence at George Carters' bars on the Coop
Town road, thence pursuing the old private road to and by
Nicholas D. M'Comas's gate to the field of Joshua, William
and Aquila Amos, and then through the said field in the best
direction the nature of the ground will admit of, to the main
road leading from Slade's mill to the city of Baltimore, and the
said commissioners shall survey, mark and bound the said road
as laid out by them, and return a correct plot thereof under
their or a majority of their hands and seals, to the clerk of
Harford county court, to be by him recorded.
2. AND BE IT ENACTED, That the levy court of Har-
ford county be, and they are hereby directed upon the plot of
said road being returned to the clerk's office of said county to
levy such sum of money as they in their discretion shall deem
necessary, for opening and making conveniently passable the
said road, and shall appoint an overseer for opening and keep-
ing in repair the same.
S. AND BE IT ENACTED, That the said commissioners
or a majority of them shall value and ascertain the damages
that may be sustained by the toad being laid through the field
of the Amoses aforesaid, taking into consideration the advan-
tages and disadvantages, if any, and the damages so ascertain-
ed shall be levied, collected and paid to the persons entitled to
