Be it enacted By the General Assembly of Maryland, That
Howes Goldsborough, A. J. Thomas, George Bartol and John
Donohoo, commissioners of the Town of Havre-de-Grace, he, and
they are hereby authorised and empowered to have and to hold (as
commissioners) to them and their successors forever, in fee sim-
ple, the said lot of ground with the improvements thereon, exempted
from all taxes and county dues; and that the said commissioners
and their successors, are hereby authorised and empowered to regu-
late and direct the said school in such manner as to them may ap-
pear right and proper.

CHAPTER 86.

An act authorising the court of Harford county to adjudge to be laid
out and opened certain roads.
BE it Enacted By the General Assembly of Maryland, That
the court of Harford county, be, and they are hereby authorised to
adjudge to be laid out and opened, any road or roads which have
been heretofore or may hereafter be applied for under the act enti-
tled, "An act to regulate the manner of obtaining and altering pub-
lic roads in this state," notwithstanding such road or roads may
pass on the route or bed of a road laid out by the Baltimore and Har-

ford Turnpike Company—Provided, The assent of the president
and directors of said turnpike company shall first be given to open-
ing of such road or roads: Provided also, That said company shall,
when they turnpike such road, pay Harford county the full amount
of the sum of money expended in opening such road.

CHAPTER 87.

An act for the benefit of Captain James Mitchell, of Cecil county.
Whereas, It is represented to this general assembly by the pe-
tition of Capt. James Mitchell, of Cecil county, and of sundry inhab-
itants of Cecil and Kent counties and Frederick-Town, that the
said Captain James Mitchell wishes to build and hold for his own
proper use, a wharf at Frederick-Town, in Cecil county, opposite to
lot number twenty-five, the owner of which has certified his assent,
and also petitioned in said Mitchell's behalf—Therefore,

May hold.

Be it enacted By the General Assembly of Maryland, That
the said Captain James Mitchell, shall have, use, occupy, possess
and enjoy the exclusive right of and property in the said wharf, free
from hinderance or molestation of any person whatsoever, any law,

usage or custom to the contrary in anywise notwithstanding; Pro-
vided, That nothing herein contained shall authorise the said
Mitchell to extend his wharf into the water more than the front and
width of the lot number twenty-five, or to obstruct the navigation
of the Sassafras River, in front of any street, lane or alley of said
town.
