SEC. 3. And be it enacted, That it shall be the
duty of the said commissioners, to adopt a plan
according to which the said pivot or draw shall be
constructed, and of such materials as they may
think best, of which they shall give public notice
in some newspaper printed in Worcester county,
for the space of four weeks, for the purpose of re-
ceiving proposals for the construction of the said
pivot or draw in the bridge at Snow Hill.

Duty of Com-
missioners.

SEC. 4. And be it enacted, That the said com-
missoners are hereby authorised after the notice
aforesaid be given, to contract with any person or
persons, to build the said pivot or draw, and to
take bond or bonds with sufficient security, from
any person or persons contracting as aforesaid, for
the faithful performance of his or their contract.

SEC. 5. And be it enacted, That it shall be the
duty of the said commissioners, to accept the pro-
posals of the lowest bidder or bidders, for the con-
structing and building the said pivot or draw :
Provided, he or they comply with the require-
ments of the fourth section of this act.

Proviso.

SEC. 6. And be it enacted, That no person or
persons shall be liable to any charge for passing
or repassing, or for any vehicle, wagon, cart or
beast of any description over said pivot or draw.

Bridge to be
free.

SEC. 7. And be it enacted, That the said com-
missioners, when the said pivot or draw is com-
pleted, shall appoint a superintendent of said
bridge, at not more than fifty dollars per year,
whose duty it shall be to see that said pivot or
draw, is carefully locked at nine o'clock every
night in the year, and the said superintendent
shall keep the key of said pivot or draw, and let
no one have it unless they wish to use the pivot
or draw, and all persons desiring to use said pivot
or draw, shall obtain the key from the superin-
tendent during the day time, and as soon as their
vessel shall pass through said pivot or draw, the
pivot or draw shall be closed by those who have
used the same during the day time, locked, and the
key returned to the superintendent, and no person
shall be allowed to keep open said pivot or draw,
more than one-half hour at any one time; and if
said pivot or draw shall be kept open by any ves-
sel for a longer space of time than one-half hour,
the said vessel and owners shall pay twenty-five
