SEC. 8. And be it enacted. That said pivot or
draw shall not be opened after night, except by
consent of the superintendent, and it shall be his
duty to fasten and lock said bridge always, when
it is opened after night, and never leave said
pivot or draw from the time it is opened until
it is closed and securely fastened, if it be used in
the night.

SEC. 9. And be it enacted, That this act shall
take effect from the date of its passage.

AN ACT to aid the erection of a monument
commemorative of the Declaration of American
Independence.

thorised to ap-
point Trustee.

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That for the purpose of uniting
with the other thirteen original States, in the
necessary measures for the construction and main-
tenance in the public square adjoining Indepen-
dence Hall, in the city of Philadelphia, of a
monument to commemorate the Declaration of
American Independence, the Governor of this
State is authorised to appoint a suitable citizen a
trustee or agent, to represent this State in the
board of trustees that may be appointed by the
said States respectively, for the same purpose,
with the like powers; it will be the duty of the
said board of trustees, when nine or more shall
have been appointed by as many of the said thir-
teen States, to determine the design, plan, ma-
terial and expense of the said monument, and
to prepare a statement exhibiting the proportion
to be contributed by each of the original thirteen
States to defray the said expense, assuming as a
rule for said proportion the numerical represen-
