debts, is hereby extended from the twentieth
day of October to the first day of January in
each year.

SEC. 2. And be it enacted, That this act shall

take effect in Somerset county only, and from the
date of its passage.

SEC. 3. And be it enacted, That all acts incon-

sistent with the provisions of this act, be and
the same are hereby repealed.

CHAPTER 356.

Repealed.

AN ACT to prevent free negroes and slaves from
having or using boats on the Potomac river.

9, 1858.

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That no free person of color, or
slave, shall have or use any row boat or other
boat on the Potomac river or shore thereof, in
Charles or Prince George's county, without, in
case of a free person of color, first obtaining a
license from a justice of the peace of the respec-
tive county, and in case of a slave, the special
written permit of his master or owner.

SEC. 2. And be it enacted, That no justice of
the peace of either Charles or Prince George's
county, shall grant any license to any free per-
son of color of either county, to have and use
any boat on the Potomac river or shore thereof,
in the said counties, without a written certificate
that said free person of color is of good moral
character, signed by at least two respectable land
holders near the place where said boat is usually

had and used.

SEC. 3. And be, it enacted, That at any time
two or more landholders on the shore of the Po-
tomac in either of the said counties, in writing,
shall recommend the suppression of any license
under the provisions of this bill, the justice of
the peace who granted shall suppress the same,
