ing the expenditure of any money, the election of
officers and teachers, a change in the manner of
governing the schools, the appointment or re-
moval of officers and teachers, and the adoption
or rejection of books; other business, such as the
reception of ordinary reports, returns from the
schools, applications and papers to be placed on
file, or any other matter less important, may be
transacted with a less number.

Powers of the
School Com-
missioners.

SEC. 7. And be it enacted, That the said board
of School Commissioners, of Somerset county,
shall have the charge and supervision of the
schools of said county, they shall have power to
establish the number of school districts, and or-
ganize schools in numerical order, whenever the
same may be necessary, they shall have power to
contract for buildings and furniture for the
schools, for books, stationery and all other ne-
cessary supplies for the same; which said books
and stationery shall be paid for by the pupils,
their parents or guardians, or shall be free of
charge in the discretion of said board, they shall
provide for the examination of teachers, and ap-
point and remove them at their discretion, in ac-
cordance with the provisions of this act; they
shall superintend generally and particularly all
interests and operations of schools in their charge;

Proviso.

Provided, nevertheless, that nothing herein con-
tained, shall be construed to prevent the said
board of Commissioners from appointing one or
more persons in any election or school district to
be denominated Trustees, or by whatsoever
name they may be called by the said board, to
assist them in carrying out the provisions of this
act, and shall be liable to removal by the said
board, in the same manner and for the same rea-
sons, as are prescribed for the removal of School
Commissioners in the second section of this act,
and shall be subject to such rules and regulations
as the said board of School Commissioners may
prescribe.

SEC. 8. And be it enacted, That the board of
School Commissioners, of said county, shall hold
in trust, for, and on account of, the State of Ma-
ryland, or the said county as the case may be, all
the property set apart for purposes of public ed-
ucation, belonging to the State or county, and
