appropriate the same to the use of the Public
Schools under their charge; but they shall not
have power to dispose of said property either by
sale, exchange or otherwise, without the consent
of the Legislature of the State of Maryland, or
of the County Commissioners for said county,
according as the said property may be in the pos-
session of the State or of the said county; and
in case of disagreement between the board of
School Commissioners, of the said county, and
County Commissioners, the Legislature shall de-
termine.

SEC. 9. And be it enacted, That the board of
School Commissioners, of Somerset county, shall
have power to make such rules and regulations
for their own government, as they may deem pro-
per, and to revise, alter and amend the same at
pleasure; Provided, that such rules and regula-
tions shall not interfere with any of the provisions
of this act.

Proviso.

SEC. 10. And be it enacted, That after proper
and careful examination under the direction of
the said board of School Commissioners, certifi-
cates of proficiency shall be given to such teach-
ers as they may approve; who shall also have
power to withdraw or cancel such certificates in
such manner as they may deem most advisable,
if the said teachers shall abuse or prove them-
selves to be unworthy of the same; but in no
case shall they appoint, except temporarily, any
person to be a principal or assistant teacher in
any of the schools, without such examination.

SEC. 11. And be it enacted, That the School
Commissioners, of Somerset county, shall receive
as compensation for their services, one dollar per
day, for every day they shall be actually occu-
pied in the performance of duties required by this
act, and mileage at the rate of five cents per
mile.

ARTICLE II.

OF THE GRADES OF THE SCHOOLS.

SECTION 12. Be it enacted by the General Assem-
bly of Maryland, That the grades of the Public
Schools, in Somerset county, shall be Primary,
