shall perform the duties, and be entitled to and
receive the compensation hereinafter set forth and
provided; it shall be the further duty of the said
County Commissioners, to provide and furnish the
said inspectors with a room, and the necessary
books and stationery for the transaction of their
business; it shall also be the duty of said Com-
missioners, to furnish each of the said inspectors,
with a certificate of his appointment, together
with a copy of this act, and within ten days after
the appointment of said inspectors.

SEC. 3. And be it enacted, That it shall be the
duty of the inspectors, appointed as above pro-
vided, to meet at the Court House at Ellicotts
Mills, on the first Tuesday succeeding the meeting
of the March and September terms of the Circuit
Court for said county; and also on the first Tues-
day in June and December, annually, and at such
other times as by the said Commissioners they
shall be notified and directed to meet; it shall be
the duty of the said inspectors, at their regular or
other meetings, to examine all persons who shall
make application to them, and to such as are of
good moral character, and they believe competent
to teach in the Primary Schools of said county,
they shall issue a certificate of his or her qualifi-
cations, signed by at least two of said inspectors,
which certificate shall be valid and of effect, for
two years from the date thereof, and no longer,
but shall be renewed at the expiration of two years
for which it shall have been issued, and biennally
thereafter, at the discretion of the inspectors; it
shall be the duty of said inspectors, to keep a re-
cord of all their proceedings, including a list of
the names of all persons to whom certificates shall
have been issued, together with the dates of their
issue and renewal, said record to be deposited
with the County Commissioners, and for the faith-
ful discharge of the duties herein prescribed, they
shall be entitled to and receive such compensa-
tion as is now by law allowed to the County
Commissioners of Howard county, to be levied an-
nually, by the County Commissioners, as other
county charges are levied.
