rules and regulations for the management and
government of said schools, setting forth the
course of studies to be observed, the character and
kind of books to be used, and likewise the number
of hours to be taught a day in said schools, and
further to prescribe such additional rules and reg-
ulations as may in their judgment best promote
the efficiency and usefulness of the same.

Teacher to
make oath.

SEC. 3. And be it enacted, That each Primary
School Teacher shall be required to make oath be-
fore some competent authority in said county that
he has, in the management and government of his
school, observed and fully complied with all the
rules and regulations prescribed by the said board
of Commissioners for the management and gov-
ernment of said schools, and further, with such
other duties as may have been imposed upon Pri-
mary School Teachers by the several acts of As-
sembly to which this is a supplement, and the said
board of Commissioners are hereby authorised and
required to withhold payment from any teacher,
who refuses or neglects to comply with this act.

Treasurer to
furnish.

SEC. 4. And be it enacted, That it shall be the
duty of the Treasurer of the school fund of Charles
county, and he is hereby required, to furnish
each Primary School Teacher with a copy of such
rules and regulations as may be prescribed by said
School Commissioners.

Duty of teach-
er.

SEC. 5. And be it enacted, That it shall be the
duty of each and every Primary School Teacher
to give into the board of School Commissioners a
list of the names of the children of such indigent
parents attendant on his school as are unable to
furnish the necessary school books for the use of
said children, whereupon it shall be the duty of
said School Commissioners to provide such neces-
sary books for the use of said children, and the
said School Commissioners shall keep an account
of the amounts so expended, and annually, at the
time the levy is made for county purposes, report
to the Commissioners of said county the amount
necessary to be levied for the year to carry into
effect the provisions of this act, and the county
Commissioners are hereby authorised and requir-
