within fifteen days after the expiration of the quar-
ter, shall forfeit his commission.

SEC. 7- And be it enacted, That if any persons

shall Inspect or Measure Manures hereinbefore de-
scribed, and receive pay therefor, without being
appointed by the Governor and confirmed by the
Senate as aforesaid, such person or persons so of-
fending shall forfeit and pay ten dollars for each
and every offence, to be recovered and collected in
the same manner as other small debts are collec-
ted out of court, one half of which shall go to the
informer, who is hereby made a competent witness,

and the other half to the State; Provided, that
the provisions of the third section shall not apply
to the carts and wagons of farmers and gardeners
hauling to and from the city of Baltimore.

Proviso.

SEC. 8. And be it enacted, That this law shall
take effect from and after the first day of May
eighteen hundred and fifty-eight.

CHAPTER 94.

In force.

SUPPLEMENT TO AN ACT entitled an act to
amend and modify the present Primary School
system in Charles county, passed March tenth,
eighteen hundred and fifty-four.

Passed Febru-
ary 24, 1858.

SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That so much of section first of
the act passed March tenth, eighteen hundred and
fifty-four, entitled an act to modify and amend the
present Primary School system of Charles county,
which authorises the board of School Commission-
ers created by said act to fill their own vacancies,
is hereby repealed, and the said power of filling
vacancies in said board is hereby vested in the
Orphans' court of said county, whose duty it shall
be to fill any vacancy or vacancies that may occur
in said board.

Repealed.

SEC. 2. And be it enacted, That it shall be the
duty of said board of Commissioners to prescribe
