LAWS OP MARYLAND.

die's land to T. E. Lloyd's barn; thence to Samuel
Hennessy's barn; thence to the beginning; and the
commissioners aforesaid or a majority of them or
their successors, shall have power to survey, locate
and plot the said limits, and the same to establish
and define by stone or other durable boundaries; and
may if they deem advisable survey, locate and plot
all lots, squares, streets, lanes, ways and alleys as at
present existing; and such other lands or grounds as
may be conceded for such purposes as necessary for
the well-being and advantage of said town.

Commission-
ers to appoint
clerk, &c.

SEC. 4. And be it enacted, That the said com-
missioners or a majority of them and their succes-
sors, shall as soon as may be after their appointment or
election assemble at some suitable place and time, of
which notice shall be given by a majority of their
number; and appoint a clerk to the board, who may
or may not be one of their number, and who shall
take an oath before some Justice of the Peace, in
Talbot county, well and faithfully to discharge the
duties of his office, and the said commissioners shall
choose one of their own number as president of the
board who shall have the privilege of voting upon
all matters brought before the board; and the clerk
shall administer to each one of the said commission-
ers, and to all other officers appointed by them, an
oath or affirmation well and faithfully to discharge the
duties of his office.

Vacancies—
how filled.

SEC. 5. And be it enacted, That the board of com-
missioners shall be composed of five, of whom any
three or more shall constitute a quorum for the trans-
action of all business; and any two of them may meet
and impose or enforce the penalties of the by-laws
upon delinquent members or offenders; and in case of
a vacancy or vacancies in the board from any cause
the remaining commissioners, or a majority of them,
may fill such vacancy or vacancies until the next an-
nual election by appointment.

Time of hold-
ing elections.

SEC. 6. And be it enacted, That an annual elec-
tion for commissioners shall be held on the first Sat-
urday in June of every year, at which any two or
more of the acting board may be judges; and their
clerk shall give notice thereof at one or more of the
most public places in the said town, at least one week
beforehand, and shall attend and keep record of the
election under the direction of the judges, and notify
those elected of their election; and if the election,
