should fail, or from any cause be prevented on that
day, it may be held on any subsequent day after
one week's notice given by (he clerk; and at all such
elections no person shall be entitled to vote nor eligi-
ble to office, unless he be a white male citizen, twen-
ty-one years of age or over, compos mentis, and
either a resident bona fide of said town for six months
prior to the election, or holding property and paying
town tax in said town for that time.

SEC. 7. And be it enacted, That the said commis-
sioners shall have power to appoint a clerk, bailiff,
and all other necessary officers for the said town, to
prescribe their duties and fix their compensation,
may require and receive from each of them a bond
in such penalty as they may determine, for the faith-
ful performance of his trust, and may at any time
remove any or all of them for malfeasance, neglect or
other proper cause, and appoint others in their stead.

SEC. 8. And be it enacted, That the clerk shall
be required to keep a lull minute of all the proceed-
ings of the board of commissioners, and record the
same in a well bound book to be provided for that
purpose by the commissioners, and at the commence-
ment of said book, shall first record this act of incor-
poration, and all the surveys, limits, metes and bounds
of the said town as ascertained by the said commis-
sioners, and the baliff shall be required to preserve or-
der, keep the peace, serve process, abate nuisances,
and execute all orders of the board of commissioners,
and for this purpose he shall have full power to com-
mand the peace, arrest offenders, collect moneys due
the corporation, and generally to do nil such acts and
perform such duties as may be ordained by the board
of commissioners, or established by the by-laws, as
fully as a constable or sheriff, within the limits of said
town, and in matters pertaining to the government
and protection of said town.

SEC. 9. And be it enacted, That all the property of
every sort whatsoever, whether real, personal or mixed,
within the limits of said town, except such property as
may be expressly exempted by law, shall be subject
to taxation by the commissioners of Trappe, and the
clerk to the commissioners shall procure a suitable
book or books and enter therein the names of all the
holders of the property in said town, whether they be
residents or non-residents of the town, and the said
commissioners shall ascertain as fully as in their power
from all reliable sources, the items, descriptions,
